Job Description organization of the work of the Division in the framework of its tasks and functions; managing the Division’s work, control over the activities of the Division’s employees, coordinating decisions taken in the University’s structural divisions on matters within its competence, and eliminating identified deficiencies; coordination and distribution of functional responsibilities within the Division to achieve the goals; control over the accurate, correct and timely fulfillment by employees of their official duties and instructions of University’s management; in the prescribed manner, interaction with government agencies, scientific and educational organizations, consulting companies, and other organizations and individuals within the framework of the Division’s competence; making proposals and participating in the development of draft internal regulatory documents, plans, programs and recommendations on matters within the competence of the Division; coordination of the work of preparation, adjustments and monitoring of investment budget of the University in terms of academic and research equipment; coordination of the work of preparation, adjustments and monitoring of operating budget of the University in terms of academic and research consumables; coordination of the work of preparation, adjustments and monitoring of operating budget of the University’s Office of the Provost; coordination of the work of preparation, adjustments and monitoring of operating and investment budget of the University’s Research centers; coordination of the work of preparation of the budget request of the University in terms of academic and research equipment and consumables, as well as interaction with government bodies on the budget request; coordination of the work of the Equipment Committee of the University; coordination of the work of management accounting and reporting on sponsorship funds for research activities. Qualifications Education Higher-professional, preferable from the higher education institutions with English language of instruction Priority specializations: economics, finance, accounting, management, business administration Work experience - with PhD degree, professional experience should be not less than 5 years, including 2 years of managerial work experience; or - with Master's degree, professional experience should be not less than 7 years, including 3 years of managerial work experience; or - with Specialist or Bachelor degree, work experience should be at least 9 years, including 3 years at managerial position, or in the areas corresponding to the functional areas of a concrete position in the public service, international and/or national companies. Experience in the following areas is desirable: - economic planning, financial analysis, accounting and analysis of operations related to purchases of equipment and consumables; - experience in IFRS Knowledge - ability to work with 1C Accounting (Budgeting), EDMS, MS Office; - knowledge of the legislation of the Republic of Kazakhstan in the field of education and science, budget planning; - knowledge of internal regulations for the performance of official duties; - analytical skills (compiling predictive information based on available data); - skills in preparing reports, analytical notes; - fluency in English, Kazakh and Russian Skills - critical thinking; - building effective relations; - interpersonal skills; - ability to work in team; - responsibility; - distinguished leadership skills Additional Information Recruitment and selection process Recruitment and selection at Nazarbayev University include the following process: preliminary selection based on experience and qualifications, assessments (e.g. technical skills/capabilities, aptitude, personality, work samples, in-basket exercises, and informal interviews), and motivation.
