Job purpose: The Head of Sub-Office (HoSO) has the responsibility for the management of Norwegian People’s Aid’s (NPA) sub-office in central Iraq. The position requires a dual approach where the HoSO is responsible for all support services and budget holder for the support lines of projects in Ramadi, Muthanna and Thi Qar and the quality implementation of the mine action in Central Iraq. This responsibility shall include but not limited to developing projects implementation plans and budgets, managing the attainment of target results, oversee projects budgets and accounts to ensure adherence to approved funding agreements, routine budget monitoring and budget revisions, overseeing the implementation of Information Management and M&E plans, monitoring and supervision of implementing partners, preparing timely and high quality reports and taking initiatives to ensure that projects implementation are in accordance with all NPA and donor funding conditions, rules and regulations. The Head of Sub Office is line managed by the Programme Manager, Mine Action. The HoSO collaborates closely with thematic managers and other members of the Senior Management Team (SMT) relating on quality programming, project cycle management, project implementation and reporting and the support departments (HR, Logistics, Security and Finance). The position is based in Ramadi with travel to other project locations in Central Iraq as required. In addition, the HoSO will ensure effective representation and liaison between NPA and the UN, other INGOs, NNGOs, CSOs, Local Authorities and visiting donors and stakeholders at the local and Governorates levels to promote extensive participation and representation of NPA programs and activities. All responsibilities and reporting must be carried out in accordance with the strategic objectives of NPA as set out in the International Strategy, country strategy, Regulation for Delegation of Authorisation and other relevant procedures and guidelines in the Quality Management System and Programme Handbook, as well as approved local guidelines and regulations. The above shall be conducted in close collaboration with the thematic managers. Any deviation to the above have to be reported to the Programme Manager, Mine Action. The HoSO is a member of the Extended Senior Management Team. Responsibilities: General responsibilities Lead the planning and implementation of project activities and set high quality performance targets ensuring NPA and partner adherence to technical standards, best practices, NPA strategic objectives and donor guidelines Manage the NPA Central Iraq sub-office, including administrative and personnel issues, and ensure that relevant strategies, policies and procedures are in place and are adhered to (admin/finance, HR, procurement and logistics) Budget holder for the support lines in the budgets relating to the field location Provide leadership, advice and support to NPA staff in Central Iraq, and ensure that the team works within NPA’s principles and core values Contribute to the overall internal controls of NPA and ensure that the mine action projects in Central Iraq adhere to NPA Code of Conduct (including Anti-Corruption) Policy, and secure timely and correct reporting of incidents of mismanagement and corruption Carry out other activities as requested by the Programme Manager Specific duties 1. Management and Administration: Manages the NPA sub-office, including administrative and personnel issues, and ensures that relevant strategies, policies and routines are followed. Provide leadership, advice and support to NPA staff in the geographical locations and ensures that the team works within NPA’s principles and core values. Ensures good working relationship with the local authorities and communities, UN, international and local organisations, and other relevant stakeholders. Contributes to the overall internal controls of NPA and ensures that the projects operating from the Sub Office adheres to NPA Anti-Corruption Policy, and secures timely and correct reporting of incidents of mismanagement and corruption. 2. Programme and technical portfolio 2.1 Project Implementation and Quality Control Anticipate and mitigate risks and implementation delays and provide ad-hoc support to project implementation through trouble shooting and eliminating blocking points Monitor output achievement, cash burn rates and ensure a timely completion of projects through review, BVAs and project reports Ensure that contractual obligations are met in terms of project deliverables Ensure that project annual plans, budgets and reports are in place, and that these enable relevant activities of good quality Ensure timely submission of projects’ progress report (monthly, quarterly and annually) or as otherwise specified as per donor requirement Ensure the application of a practical field based M&E system/plan for each project Carry out pre-assessments and assessments, in areas of interest to NPA and of proposed projects and ensure community participation in assessments and projects Ensure adherence to humanitarian principles, and mainstreaming of environment, do-no-harm, gender, protection and accountability to the affected people in the projects Conduct frequent field visits to project sites to assess activities and ensure efficient use of resources Conducts regular project review meetings with the relevant partners and staff to enhance information sharing and improve efficiency and effectiveness of projects implementation and operations. Advise Programme Manager to adapt projects according to monitoring and evaluation findings Together with the team, ensure capitalisation of best practices and lessons learnt for projects in the area of operations 2.2 Proposal development Prepare concept notes proposals and budgets in line with NPA standards and donor requirements for approval by the Baghdad country office and NPA Head Office 2.3 Policy and relevance Participate in the planning and strategy work for the mine action projects in Central Iraq, in close collaboration with the Programme Manager at the NPA Country office in Baghdad, as well as the operations manager Ensure that the work is in line with the NPA global strategy with emphasis on relevance, quality, cost efficiency and impact Ensure the community feedback mechanism and complaint mechanism is fully functioning, according to Accountability to Affected Population standards 2.4. Partnership Development and Management Provide support in the identification of partner organizations that fulfil the NPA partnership criteria, and supports them to build up their capacity for efficient and effective program delivery. Monitors and follows up the implementation of the agreed work plan and budget to ensure that the project objectives are being realized in accordance to the partnership agreement and take the necessary actions for any identified deviations. Undertakes frequent mandatory and non-mandatory support visits to the partners organizations to discuss program and operational progress and ways in which NPA can provide the needed support. Ensures timely, accurate and high quality financial and programmatic reporting by the partners and takes corrective actions for any non-compliance by the partners. 2.5 Representation Establish, maintain and improve active and productive working relationship with the local authorities and communities, international and local organisations, and other relevant actors Ensure that at all times contact with beneficiaries is conducted in a sensitive and respectful manner 3. Support service management 3.1 Financial Responsibilities Responsibility to ensure that administrative procedures support programme activities in Central Iraq are in line with NPA guidelines and donor requirements, in close collaboration with finance support staff in Central Iraq, and Finance department at the NPA country office in Baghdad. Responsible for accountability and transparency in the implementation of approved budgets, ensuring that all expenditures (imprest, salary/incentive payments, invoices, etc.) are presented properly and timely. Ensure timely and accurate financial forecasting and reporting as overall responsible for all Central Iraq budgets Participate in the Budget versus Actuals meetings of project relating to Central Iraq to ensure the accuracy of financial reports, manage budget variances, explain variances and proposes measures for managing variances. 3.2 Personnel/human resources Responsible for management of all personnel under the programme in Central Iraq in coordination with thematic managers. Participate in the transparent and timely recruitment of project staff (developing organograms, ToRs, elaborating recruitment tests) Responsible to ensure that NPA Iraq and HO HR policy, Code of Conduct and national laws within the region are followed within the programme Carries out regular staff mentoring and performance appraisals for all staff, in order to enhance employee productivity and development and develop and build skills of all staff under his/her jurisdiction. Contribute to the overall internal controls of NPA and ensure that staff and partners adhere to NPA Anti-Corruption Policy, and secure timely and correct reporting of incidents of mismanagement and violations of Code of Conduct Maintain a positive, collaborative and enabling work environment and manage interpersonal conflicts 3.3 Logistics Ensure that NPA Central Iraq has good logistical systems including property and asset control, through close collaboration with the logistical department in Baghdad and the logistical staff in Central Iraq Contribute to the development of project procurement plans Contribute to quality checks and procurement committees to finalize suppliers’ selection according to applicable scenario Ensure timely procurement and adherence to NPA handbook3.3 Safety and security Responsible for implementing NPA security procedures in Central Iraq, and report to Programme Manager and security management team in Baghdad in accordance with safety and security guidance of NPA. Ensure that security, emergency preparedness and emergency assistance plans for Central Iraq are in place, up to date and responding to relevant risk and context analyses, in close collaboration with the Programme Manager and Security Manager. Required qualifications: Must have: Bachelor Degree in International Law, Political Science, Political Affairs, International Relations, Development Studies, Economics, Project Management or other relevant social science field. A relevant combination of academic credentials and/or certifications and qualifying experience will be accepted in lieu of a university degree Formal education, courses or equivalent from EOD, military background with good knowledge of Cluster Munition Remnant Survey Demonstrated leadership/management experience in a multi-disciplinary team in dynamic settings, including ability to build personal networks at a senior and middle level. Three years of management experience or progressively relevant experience from mine action, humanitarian and development fields. Experience from and good operational knowledge and understanding of survey and clearance operations with Land Release principles in a cluster munition contamination context Good knowledge of Humanitarian Disarmament policy, IMAS, NMAS, SOPs and land release principles (and/or IATG when relevant). Proven ability in capacity development of operational assets and support of national Mine Action authorities. of national Mine Action authorities. Experience in more than one of NPA strategic priorities: Democratization, Stabilization, Protection, Locally-Led Development and Crisis Preparedness, Environmental Protection and Climate Adaptation. Strong experience in donor engagement, fundraising, proposal development, and building strategic partnerships with donors, government agencies, and NGOs. Proven experience in planning and analytical skills. Financial management experience, including budget preparation, monitoring and review. Experience in drafting and reviewing donor reports. Strong diplomatic skills in handling counterpart relations. Previous experience working in Iraq or similar contexts. Desirable: Experience collaborating with high-level government agencies and other stakeholders on development, humanitarian and Mine Action issues.
