Responsibilities

HEAD OF VICTIMS FUNDING POLICY AND STRATEGY - THE ROLE

This is a pivotal role in the Unit, responsible for setting and delivering against MoJ and cross-government funding and commissioning strategies, including ensuring they are embedded in the Government’s Safer Streets Mission and Violence against Women and Girls (VAWG) strategy. You will work alongside the Deputy Director and one other G6 to deliver transformative services for victims of crime at their point of need.
The cross-government victims funding landscape is fragmented and, in this Spending Review year, you will lead the MoJ victims SR package as well as driving collaboration across Government to secure a good outcome for victims’ services. You will champion evidence to drive better outcomes for victims, including our flagship Monitoring and Evaluation (M&E) Strategy. You will use your strengths in strategic thinking to challenge, test and drive improvements in how MoJ supports victims through its funded services, including through wider strategic channels such as the Safer Streets Mission.
You will work ly with the other G6 (who is responsible for overseeing the Unit’s commissioned services) to recommission some high-profile national services, including the Witness Service and the National Homicide Service. You will lead the team responsible for victim support in major incidents, such as the Southport incident, ensuring these is a robust cross-government response in place.
You will drive collaboration with other units in V,V&CL Directorate, particularly with the Victims Policy and Strategy Unit, responsible for new legislative measures for victims and delivery of the Victims and Prisoners Act 2024, and the Rape and Sexual Offences Team, responsible for the justice system’s response to rape victims, as well as teams across MoJ such as courts and youth justice. You will create and maintain excellent relationships with our key enablers, including legal, commercial, finance and grants teams.
We are looking for an exceptional candidate who can lead our funding policy and strategy through the transition of new Spending Review and to meet the demands of new Ministers. This is a challenging policy role that would suit an existing G6 or high-performing G7 who is looking for greater experience in policy delivery and funding and delivering improvements to high-profile services.

You will be responsible for:

  • Overseeing the Victims and Witnesses multi-million pound budget, ensuring appropriate allocation of the 25/26 Spending Review settlement, and leading the Directorate’s package for the multi-year Spending Review
  • Overseeing the implementation of the Victims Funding Strategy, which seeks to improve the way we fund victims’ services across Government, and driving cross-Government collaboration of victims funding as part of the Safer Streets Mission and VAWG Strategy
  • Oversight of income generated from the Victim Surcharge and income related to the Prisoner Earnings Act (PEA)
  • Leading the unit’s shift to a more evidence-driven approach to funding, including championing the M&E strategy
  • Overseeing and managing the victims pathway strand of Better Outcomes Through Linked Data (BOLD) – which is a Government data-linking programme which aims to improve the connectedness of government data in England and Wales
  • Leading the work to deliver two major national procurement programmes (circa £90m over 4 years) seeking to identify suppliers for the new national Witness and Homicide Services ensuring victims and witnesses are able to access high quality services which represent value for money
  • Leading the MoJ’s victims response to major criminal incidents, such as the Southport incident, which will involve extensive cross Whitehall liaison to ensure a collaborative and strategic approach is being taken in the commissioning of services in the aftermath of a serious and/ or tragic event which has caused high harm to those impacted
  • Line managing four Grade 7s and a wider team of SEOs, HEOs and EOs, ensuring staff are performing well, development is prioritised, and poor performance is dealt with
  • Contributing to the wider leadership of the Unit and the Directorate, including working effectively with the other G6 and the DD, particularly playing a leadership role in driving strategic thinking.
