JOB PURPOSE Reporting to the General Manager, Human Resources (GMHR), the job holder is responsible for leading the development of long-term strategic plans and objectives that would influence the organisational effectiveness, competitiveness and workforce synergy across the West Kowloon Cultural District. The Head, Organisation Development will play a key role in individualised strategy formulation for different projects and initiatives, as well as providing short and long-term recommendations to senior executives in launching high priority strategic initiatives to enhance organisational capacity. He/she shall work proactively and collaboratively with both internal and external stakeholders to assess, evaluate and develop pragmatic solutions to enhance organisational capabilities at all levels of the organisation within the West Kowloon Cultural District Authority (WKCDA). KEY ACCOUNTABILITIES Support the GMHR to develop strategic initiatives that will address current and future organisational challenges. This may involve analysing current gaps to enable the development and planning of interventions to bring about the desired changes and outcomes as well as facilitating the communication of these to relevant stakeholders to enable buy-in and implementation; Lead and champion the assessment of organisational needs and the design, implementation and evaluation of programmes to enhance the organisational bench strength. This may include, but not be limited to, the development of strategies on resourcing, retention, rewards, succession planning, performance management and staff development; Develop and facilitate the implementation of a succession planning framework and guidelines that enable the organisation to build adequate capacity by establishing a sustainable approach to identify key and strategically important job positions vital to the future success of WKCDA and assess and develop those identified employees to fill those key positions to address future capacity challenges; Identify and create leadership and talent development programmes with a mix of practical frameworks to build the capability for identified successors and high potential leaders to ensure they have the necessary skills to succeed; Lead the development of workforce designs, culture and change programmes, and facilitate the implementation of change management programmes to all levels of the organisation with the aim of maximising employee adoption to enhance morale, productivity and quality of work; Develop staff communication strategies and staff engagement programmes to create an engaging workforce; Gather and generate relevant data, measure performances and drive analyses to determine the effectiveness of the implemented strategies to identify continuous improvement opportunities and develop actionable recommendations to ensure continuous alignment with the strategic goals and operational plans of WKCDA; Lead the integration and embedment of key organisational development strategies and relevant performance targets into the annual business and corporate plan by providing clear communications of the overall scope, timing and resource requirements for proposed initiatives and programmes to internal stakeholders for creating and sustaining a high performing organisation; and Lead or participate in ad-hoc projects as assigned reasonably by the Authority. The ideal candidate should possess: A recognised university degree preferably in HR Management, People Management/Organisational Development or related disciplines; At least 15 years of relevant experience or related exposures in organisations with diverse functions; The ability to think strategically with the gravitas to have impact on business decision at senior management level coupled with the emotional sensitivity to interact with individuals from all levels of the organisation to drive results; Proven track record of working with senior management to create significant organisational and cultural changes that supports the overall objectives of the business with prior experience in implementing strategic organisational development initiatives from design through to execution; and Excellent communication and presentation skills, including written and spoken English and Chinese.
