Description
Primary Purpose of the Job • Direct and be responsible for all the Quality Management, Quality Controls, Quality Assurance, Health, Safety and Environmental matters of the IS Projects and ensure they are in compliance with QatarEnergy’s Corporate and Directorate Procedures, Departmental Guidelines and IMS Certification Requirements. • Provides oversight and ensures that all Projects executed by POI are in compliance with respective Project Quality Requirements and regulator’s HSE Requirements. • Responsible for management and implementation of QHSE Systems for the POI projects Required Experience and Skills Minimum 20 years’ experience in Quality & HSE Management within offshore oil & gas projects, covering full lifecycle phases (initiation to EPIC), including at least 5 years in a senior/lead QHSE role with reputable operators, consultants, or contractors Strong knowledge of QHSE regulations, international codes and standards, and experience in developing QHSE plans, risk registers, environmental assessments, and quality/HSE studies Experience in incident investigation, NCR/CAR management, audits, inspections, and ensuring effective close-out of corrective and preventive actions Proven leadership capability to manage and drive high-performing QHSE teams; project management certifications (PMI/APM or equivalent) and additional quality-related credentials (ISO, API, ASME, etc.) are desirable Solid technical understanding of QA/QC practices, manufacturing inspection, construction, welding, and NDE for offshore projects; familiarity with major O&G standards (e.g., Shell DEPs) is advantageous High proficiency in English (written and spoken) with reporting capability; Gulf region experience is desirable Educational Qualifications Bachelor’s degree (B.Sc.) in Mechanical Engineering IRCA (International Register of Certificated Auditors) – or equivalent – approved and registered Lead Auditor for at least one IMS standard (ISO 9001, ISO 45001, or ISO 14001), obtained post-graduation International professional certifications in relevant multi-disciplinary areas (e.g., welding, NDT, painting) – preferred Membership of a recognized Chartered or other professional institution – preferred
Responsibilities
Direct and manage all Quality, Health, Safety, and Environmental (QHSE) matters for IS Projects to ensure compliance with corporate procedures and IMS requirements. Provide oversight for project execution in accordance with regulator HSE requirements and manage the implementation of QHSE systems.
