Roles and Responsibilities
Under the direction of Chief and Council, the Health Administrator is responsible for the administration, coordination, planning, and evaluation of the health programs and services for
the Mushuau lnnu First Nation based on community health needs and priorities.
The Health Administrator has the shared responsibility for the overall management of health
human resources and health programs and the co-management of financial resources,
The Health Administrator provides leadership and direction around resource planning; change
management, and health and social program delivery: and administers the community health
center, and all health programs and services.
The Health Administrator in collaboration with the Health Director effectively recruits, retains, supervises and mentors a qualified staff that meets the health and wellbeing needs of the community. In a knowledgeable manner, the Health Administrator negotiates issues and
mediates workplace conflict, and promotes a healthy work environment.
The Health Administrator ensures the proper accountability of the Mushuau Innu First Nation health programs and services to the community and Chief and Council. This is a shared responsibility with the health director accomplished through sound financial co- management, planning, reporting and decision-making in a transparent manner, open communication, and disclosure according to established policies and guidelines.
Working with the Health Director and the Chief and Council, the Health Administrator takes a leadership role in planning, implementing and evaluating policies and programs based on
evidence and relevance to community health needs and plans. This Includes ongoing operational and strategic planning, and effective communication with the community and other
key stakeholders.
Duties
A. Human Resources Management
o Shared responsibility for the recruitment, supervision, performance management,
conflict resolution and training of health and wellness staff.
o Working in collaboration with the Health Director, annually creates and updates existing
personnel policies and guidelines.
o As pan of the annual performance management process, discusses and sets annual
objectives with each of the health staff, assesses their performance and provides feedback;
o When necessary, proceeds with performance management measures in order to ensure that responsibilities and duties are maintained for the proper delivery of services by the health program and services staff.
o With the collaboration of the Health Director and health staff, plans, implements and regularly reviews the training required for the health staff to ensure satisfactory performance and the quality of services provided.
o Any other duties related to the management of human resources for Natuashish Health
Center
B. Financial Management
o Cc-prepares an annual budget for Natuashish Health Programs and Services in collaboration with the Health Director and Band Manager
o Submits the annual budget to the Chief and Council for approval.
o Exercises proper control over the budgeted expenditures, including prepayments, salaries and contracts, and vouch for the accuracy of appropriation of funds under the budget, as required.
o Oversees the appropriate administration of finances including accounts receivable, accounts payable and payroll.
o Approves Purchase Orders and Contracts for health and wellness needs, in accordance with the budget allowances and guidelines.
o Approves requisitions of payment after ensuring a proper verification has been completed.
o Oversees policy applications for travel advances, as well as travel expense reports submitted by the staff.
o Seeks approval from the Chief and Council for any new Items that are not covered in the annual budget.
o Attends meetings with the Chief and Council, indigenous Services Canada, and any other government agencies to discuss and negotiate issues associated with the funding and financing of the health programs and services.
o Any other duties related to the financial management of Natuashish Health Programs and Services.
C. Program Management
o In collaboration with key resources, the Health Administrator develops implements and reviews all health programs delivered by Natuashish health staff to ensure they remain compatible with the needs of the community.
o Regularly reviews the quality and standards of the health and wellness services provided to the community.
o Reviews and stays current on new innovations and changes in policies and standards in health and client safety
o Maintains communication with other health agencies, with the objective of upgrading health programs and services in the community.
o Informs the Chief and Council of any needed adjustments to program delivery and
proposes Ideas pertaining to new programs, services and facility Improvements that are
needed by the community.
o Reviews and evaluates the effectiveness of program delivery and makes any adjustments accordingly.
o Any other related duties regarding program management for Natuashish health
programs and services.

D. Health Services
o Networks, develops partnerships and provides liaison with other health agencies,
government agencies, First Nation communities and organizations to ensure the best
possible health services for the community,
o Acts as custodian of all health center records.
o Implements and maintains a centralized filing system for controlling access to health
records and measures pertaining to confidentiality.
o Promotes, supports, and monitors “Quality lmprovement activities for health/clinical
services.
o Ensures a high standard of excellence for all health services, including client safety.
o Ensures appropriate data collection and careful planning and programming.
o Leads the planning and Implementation of the public health and nursing programs,
initiatives and strategies
o Any other related duties regarding the provision of health services for Natuashish
o Undertakes timely and appropriate program planning, development and
implementation.
o Ensures that reporting and accountability measures are undertaken and completed
according to the required time frames.
o Develops an effective communication plan to ensure openness and transparency of
operations.
o Prepares regular reports for Chief and council, band manager and stakeholders.
o Any other administrative duties for Natuashish Health Programs and Services.
Required Knowledge
o Knowledge of First Nations health programs and services management
o Knowledge of the community of Natuashish and surrounding provincial health services
o Knowledge of the Innu Nations in Newfoundland and Labrador
o Knowledge and abilities to collaborate with health care professionals and para-professionals
in the provision of health care delivery.
o Knowledge of effective human resource managerial practices.
o Knowledge of sound financial management policies and principles.
o Knowledge of long-term strategic and operational planning
o Knowledge of provincial and federal legislation/regulations related to public health, nursing
services, and health emergency management, including processes for assessing or analyzing
program outcomes

Requirements
Education: Postsecondary degree In a health profession and/or extensive experience In the
fields of health and/or band administration. Training/certification In the Nation First Nation
Health Managers Program would be an asset. Previous experience in the supervision of staff is
also an asset.
Ability and willingness to live in an isolated community and travel short and long distances by
snowmobile or various types of vehicles, large or small airplanes or by boat, Travel may be
during inclement weather.
Working Conditions
The workload can frequently be very heavy and intense with multiple competing priorities.
Timelines can be short to accommodate the needs and requirements of Mushuau lnnu
leadership, staff, community members and responding to requests from federal, regional and
provincial health agencies.
Stress levels may vary during the year arising from a heavy workload and can be exacerbated by demands of the position. The stress can be both psychological from the various partner relationships or physical and mental from workload and extended hours.
