Responsibilities

MAIN PURPOSE

To support the provision of an effective health & safety service for Exeter City Council on all matters relating to health & safety legislation, corporate policy and procedures to ensure that the organisation meets its statutory health and safety duties.
You will be responsible for providing on the ground advice to services, enabling operational staff to meet their compliance obligations. You will also support Service Leads with the identification of operational risks without taking away accountability for compliance from the operation of the service.

MAIN DUTIES & RESPONSIBILITIES (MDR)

  1. Provide professional advice, guidance & instruction on health and safety legislation, corporate policy and good practice across a range of disciplines within the organisation.
  2. Work with Council employees and other stakeholders to influence the development of a positive health and safety culture.
  3. Undertake inspection, audits, investigations and monitoring to ensure compliance with statutory requirements, corporate policy and procedures.
  4. Assist in the development of policies and procedures relating to technical activities for health & safety.
  5. To provide technical and administrative support to the Corporate Health and Safety Service.
  6. To develop and deliver training in support of the corporate H&S training programme using a variety of methods – e.g. tool box talks, workshops etc.
  7. Monitor compliance with health and safety management systems. For example, risk assessments in COSHH, PPE, PUWER, accident and incident monitoring and report on non-compliance to effect change.
  8. Deputise for Environmental Health and Community Safety Manager during absence of leave and liaise closely with Health and Safety Compliance Lead officers in Property Services, Housing Services and their respective Works Surveyors.
  9. Assist the Business Regulation Team, when required, to provide advice on matters of Health and Safety at work.
  10. Promote, train and coach customers in use of the Corporate Health and Safety Management compliance system (AssessNET) for Workplace safety inspection, Risk assessment, COSHH (risk) assessment, DSE (risk) assessment, Accident and Incident reporting, Safe systems of work, Safe working practices and Permits to work.
  11. Coordinate and, where competent, undertake workplace sampling to inform managers’ risk assessments – for example, noise, vibration, dust.
  12. Assist all Council departments and the public with reactive asbestos advice and support as instructed by the Environmental Health and Community Safety Manager as and when required.
  13. Prepare and present written or oral reports or briefings to managers, Members or other parties, as instructed by the Environmental Health & Community Safety Manager, as and when required.
  14. Develop as a generalist health and safety practitioner, maintaining Continued Professional Development to fully support the Council’s diverse range of services, civic obligations and statutory requirements.
  15. To be able to attend workplace sites across the city at short notice.
