HEALTH DIRECTOR

REPORTS TO Chief Administrative Officer (CAO)
START October 2025
COMPENSATION $108,443.83 to $119,288.22 (EG: 4) - the rates are subject to education, experience, and/or a combination of both.
STATUS 1 - Fulltime Permanent - 35-hours per week
Malahat Nation represents approximately 350+ members with two reserve lands located on the western shore of Saanich Inlet, south of the village of Mill Bay, about 40 kilometres north of Victoria, British Columbia. Malahat Health operates in a new building with a dedicated team to provide physical and mental health services to community members. Malahat Nation is seeking a Health Director that is passionate about health, well-being, and social determinants of health. REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor’s Degree in a Health or Human Services field required
  • Minimum 3-years of experience working as a senior level Director with managerial and supervisory capacity in community health care required
  • 2-years minimum supervisory experience in a trauma-informed context required
  • Current CPR certification and First Aid certification is required
  • Current Criminal Record Check (CRC) with Vulnerable Sector Check is required
  • Class 5 BC Drivers’ License is required

OTHER EDUCATION AND EXPERIENCE:

  • Masters’ Degree in health administration or related field is preferred
  • 5-years of experience working as a senior level Director with managerial and supervisory capacity in community health care preferred
  • Experience working in a First Nations community, and willingness to learn about culture and traditions of Malahat Nation people
  • Mental Health service experience is an considered an asset
  • Additional professional competencies related to life-long learning, public relations and health environment awareness an asset

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Demonstrated leadership, strong motivational, team building and time management skills
  • Demonstrated ability to operate a computer and application software programs, MS Programs, and medical records management
  • Demonstrated oral, written, facilitation, presentation, negotiation, and interpersonal communication skills
  • Proficiency in learning and understanding the complexities of the Malahat Nation community, culture, language, and beliefs
  • Demonstrated ability to develop and implement health services policies, procedures and standards
  • Well-developed capacity in the areas of planning, management and community development
  • Well-developed ability to monitor and ensure effective and efficient health service delivery
  • Well-developed financial management and ability to plan, implement and control assigned budgets and expenses, as well as ability to prepare reports, recommendations, and presentations
  • Ability to develop and implement goals, objectives, policies, procedures, and standards for Health Centre and related services
  • Knowledge and understanding of Coast Salish teachings, traditions & health issues affecting the provision of health services
  • Knowledge of First Nations health issues, health education practices and health promotion strategies
Responsibilities

PURPOSE:

Reporting to the Chief Administrative Officer (CAO), the Director of Health is responsible for the administration of the Malahat Nation Health Department and Malahat Nation Health Centre, including daily operations, fiscal oversight, and providing leadership to health professionals (full-time, part-time and on contract for services). The incumbent is responsible for implementing trauma-informed and culturally safe health services, including community health and primary care, while aligning policies and procedures with Malahat strategic goals and program objectives. This position is fulltime permanent position and will require work in the office, as well as moderate local travel, with some ability to work remotely.

RESPONSIBILITIES:

  • Assist in the hiring process for Health Department staff in collaboration with Human Resources
  • Direct, supervise, monitor, and evaluate performance of Health Department staff to support their respective projects, professional growth, and progress towards meeting departmental objectives and discipline where necessary in accordance with the Human Resources Policy
  • Plan, direct, develop, coordinate, implement, and evaluate Malahat Nation community health & primary care services
  • Take a lead role in the development of health administration and resource related policies, procedures, and laws
  • Maintain the Malahat Nation Health Department in accordance with legislative and professional standards
  • Implement and follow Health related policies, practices and procedures to align with Financial Administrative Law and Malahat Nation law and policy
  • In coordination with the Director of Finance, develop and manage the Health Departmental budgets and participating in quarterly budget reviews, annual planning activities, and monitor expenditures and accounts receivable etc.
  • Prepare and submit funding proposals as appropriate, and in collaboration with the Director of Finance complete regular reporting required including but not limited to annual FNHA narrative reporting
  • Work collaboratively with medical practitioners, including but not limited to Doctor, Nurse Practitioner, etc. under FNHA and VIHA contract to align Malahat Nation community health and primary care services with defined needs of the Malahat Nation community
  • Maintain relationships with the local hospitals, medical staff, community health and primary care related disciplines and partnerships with Island Health and First Nations Health Authority to ensure effective provision of care delivery
  • Ensure quality care and a safe, effective and efficient work environment in accordance with the Coast Salish teachings
  • Knowledgeable of the Malahat Nation Community Health, Strategic, Operational and all Departmental Annual Work Plans, and endeavor to promote them.
  • Ensure community and member satisfaction, continuous quality improvement and safety initiatives are promoted
  • Work in a position of trust with the Malahat Nation community including vulnerable adults and children
  • Uphold and promote the Malahat Nation values and philosophy relating particularly to ethics, morality, and integrity as set out in the Coast Salish teachings, the Malahat Nation Code of Conduct, and community health and primary care codes of conduct
  • Connect services as they relate to social determinants of health
  • Other related duties as required.
