What we do   The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.  Purpose   As a key support role, the Health Field Officer 2 (Medical Logistics) ensures that health-care related products are efficiently managed and their quality preserved, in cooperation with the ICRC clinical team and the Hospital Management Team. The HFO is currently under the supervision of the Mobile Pharmacist.Accountabilities & functional responsibilities   Contributes to providing quality health care to patients in the Rafah Field Hospital Project, in line with ICRC approach and standards and national regulations with regard to the management of health-care products.  Contributes to the plan of action to rationalize the management of health-care products (except medical equipment) and to its implementation. Ensures imprest levels/orders forms for each hospital departments are up-to-date, in collaboration with relevant Team Leader of the hospital. In cooperation with the hospital team, ensures accurate data and information collection and analysis to ensure effective implementation of the hospital project, including pharmacovigilance and consumption analysis. Is responsible for the appropriate use of ICRC Logistic tools such as IRIS, PSM, Tableau and be able to work independently after a period of training. Is responsible for timely replenishment, proper storage, and delivery of health-care products. Is ultimately responsible for the implementation of WH management SOPs for the Pharmacy and in close collaboration with the WH supervisor. Regularly checks the ICRC store at the supported facilities are clean and donation are properly stored, labelled (expiry dates, batch numbers, manufacturer, etc.) and recorded. Provides training and reinforcement to the team as needed. Is responsible for rising the SR and doing good confirmation for all medical and non-medical items (MOP file). As such, he will be collaborating with the Warehouse Supervisor to complete the DTP in the system 3 days after delivery. Is responsible for delivery checks, gives advice on medicine dosage and most appropriate form of medication. Is responsible for the monthly inventory of the pharmacy and warehouse. Prepares distribution plan for overstock/pre-expired items, with collaboration with other health programs. Plan resources as to ensure efficient, hygienic supply and disposal of drugs, spare parts and consumables. Contributes to rationalizing the use of products and establishing the hospital’s essential drugs list. Is responsible for quality assurance of drug supply chains at hospital level Is the focal person for the controlled drugs in the Hospital, ensures RFH follows MoH controlled drugs policy and regulations as well as uses properly the electronic control drug system of MoH. Is responsible for reporting of the Department (stock analysis, weekly, monthly, quarterly, and annual reports) Support liaison with MoH for drug donations and requests for the FH and communicates with other partners as relevant in collaboration with the Health Med Log.   Supervises the overall Logistics/Pharmacy team (including WH and non-medical items) Prepares MoH Pharmacists monthly roster. Contributes actively to the capacity building plan of the hospital. Participates in regular logistics coordination meetings for RFH and stock analysis Coordinates with health - deputy health co / health team to ensure timely distribution of the items  Relationships Internally, interacts with hospital management team, hospital staff, logistics department. Externally, interacts with MoH Central Pharmacy as relevant. Education and Professional Experience Required University degree in Pharmacy. Licence to practice in Gaza Fluent command of English and Arabic. Computer proficiency and particularly Microsoft Excel. 3 years of professional experience in hospital setting required.
