Description The Health Information & Systems Manager is responsible for the strategic oversight, integrity, security, and optimization of the organization’s health information systems and health information management (HIM) operations. This position ensures compliance with HRSA requirements, FTCA risk management standards, HIPAA Privacy and Security Rules, and 42 CFR Part 2 regulations. The Manager oversees a team of Health Information Coordinators and collaborates with clinical, behavioral health, SUD, psychiatric, nutrition, and administrative departments to ensure accurate documentation, data reporting, interoperability, and regulatory compliance across all service lines. This role serves as the organizational lead for health information governance, data integrity, and electronic health record (EHR) optimization. Essential Duties & Responsibilities: Health Information Management Oversight Supervise and support Health Information Coordinators. Ensure accurate and timely chart completion, scanning, indexing, record reconciliation, and release of information (ROI). Oversee record retention and destruction in accordance with federal and state regulations. Monitor documentation standards across Primary Care, Behavioral Health, SUD, Psych, and Nutrition. Ensure compliance with HIPAA and 42 CFR Part 2 confidentiality requirements. EHR & Systems Management Serve as primary administrator or liaison for the organization’s EHR and related clinical systems. Oversee system configuration, templates, workflows, alerts, and optimization initiatives. Coordinate system upgrades, testing, and implementation of new modules. Collaborate with IT vendors and internal leadership to maintain system functionality and security. Lead data integrity audits and corrective action initiatives. Regulatory Compliance & Risk Management Ensure compliance with: HRSA Health Center Program requirements FTCA documentation and risk mitigation standards HIPAA Privacy, Security, and Breach Notification Rules 42 CFR Part 2 confidentiality protections State health information laws Support preparation for HRSA Operational Site Visits (OSV). Partner with Compliance and Risk Management to address documentation-related risk trends. Develop and maintain HIM-related policies and procedures. Data Governance & Reporting Ensure accuracy of UDS reporting data in collaboration with clinical and population health leadership. Develop reporting dashboards to support operational and clinical decision-making. Ensure proper data capture for grants and funding compliance. Interdepartmental Collaboration Partner leadership to standardize documentation workflows. Provide training to providers and staff on documentation standards and system updates. Serve as subject matter expert on health information compliance and system functionality. Leadership & Team Development Recruit, train, supervise, and evaluate Health Information Coordinators. Conduct performance evaluations and support professional development. Foster a culture of accountability, accuracy, and continuous improvement. Requirements Minimum Qualifications Bachelor’s degree in Health Information Management, Health Informatics, Healthcare Administration, or related field. RHIA, RHIT, or CHPS certification preferred. HIET certification (or equivalent health information technology credential). Minimum 3–5 years of progressive experience in health information management or healthcare systems. At least 1–2 years of supervisory experience preferred. Experience in an FQHC or community health center strongly preferred. Knowledge, Skills & Abilities Strong knowledge of HRSA Health Center Program compliance requirements. Working knowledge of FTCA documentation expectations. Advanced understanding of HIPAA and 42 CFR Part 2 regulations. Experience with integrated care documentation workflows. Proficiency with EHR systems (AthenaOne experience preferred, if applicable). Strong analytical and data management skills. Ability to manage multiple priorities in a fast-paced, mission-driven environment. Excellent communication and training skills. High level of discretion and confidentiality.
