SDC Project Health Officer (Pending Donor’s approval) TEAM/PROGRAMME: Operation Program LOCATION: Aswan GRADE: 4 CONTRACT LENGTH: 12 months Child Safeguarding: Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people. ROLEPURPOSE: This role leads the health component activities under the SDC project. S/he will be responsible for ensuring primary and secondary healthcare services provided in Aswan are planned, coordinated, implemented, and reported in a quality, timely manner, and in compliance with SCI and donor requirements. S/he will also play a pivotal role in internal and external stakeholder management. The project is funded from the Swiss Development Corporation (SDC) and will be based in Aswan. The project duration is one year from January 2026 to December 2026. The project will be targeting Sudanese community in Aswan based in Aswan field office, and the team will be working and based across 3 friendly spaces in areas with high Sudanese concentration as Karkar and Nasr Elnuba, working on multisector: - Child Protection: case management for children exposed to protection risks, besides providing emergency cash and protection for cash. It will also include mentorship program for children especially the unacompanied and separated children. Additionally, there will be capacity building for community leaders and teachers on CP and safeguarding. Furthermore, there will be awareness raising for children on their rights, besides awareness for their parents as well. - MHPSS: providing groups and individual mental health and psychosocial support to the children in groups and also individually according to the care plan of each child. There will be also positive parenting groups conducted for the parents. Moreover, there will be community events held to enhance their wellbeing and integration. - Education: it will include renovation for community learning centers of Sudanese community, beside training to the teachers on the main technical and socio-emotional mechanisms. The project will provide education grants as well for the children enrolled in these centers. There will be also programs provided to the children who dropped out to enable them to return back to school, and other program for children who have weak literacy skills. - Livelihood: the component will have two tracks; wage employment and self-employment. The 1st track will include capacity building for the beneficiaries followed by matching employment opportunities. Beneficiaries will be supported by cash assistance and apprenticeship for 3 months. The 2nd track will be self-employment starting with capacity building for the beneficiaries then provision of seed funds to start their business. Beneficiaries will have at least 3 months of coaching and monitoring. Vocational training will be also provided based on need. - Cash Assistance: the project will provide multipurpose cash assistance for vulnerable families, besides winterization assistance as well. There will be also awareness raising on money management for those receiving the cash assistance. - Health: Health component will include emergency nutrition screening and rapid nutritional support for newly arrived crisis-affected children and women. In addition, we will strengthen the public health system by providing staff training and essential medical supplies. Specialized trainings will be conducted for mental health and GBV service providers in Aswan to ensure quality, survivor-centered care. Furthermore, components will support the establishment of community-based health service points offering basic health check-ups and will provide cash assistance for nutrition to address immediate needs. - Gender will be mainstreamed across all sectors with focus on gender equality in awareness sessions, girl’s empowerment and health and protection support for GBV cases SCOPE OF ROLE: Reportsto: Project Manager The team directlyreportingtothispost: Two health coordinators Budget responsibility: No Field travel: based in Aswan with 70% presence in the field. KEY AREAS OF ACCOUNTABILITY: Project Implementation • Supervise all health activities implemented directly or through partner NGO • Capacity building for health staff, community workers, partner NGO teams and other stakeholders • Plan, implement, and supervise primary healthcare activities including community health awareness sessions, capacity building for public entities, and other activities. • Identify and continuously update health awareness sessions and events messages based on needs and evolved situations. • Participates in healthcare facilities assessments and plans for support based on assessment. • Ensure data collection design, gathering, and analysis that support data-based advocacy messages for universal health coverage • Support and directly supervise all cash for health-related activities. • Ensure Secondary health cases are identified, highlighted, and properly referred to appropriate services. • Actively participate in project management cycle activities including needs assessment, project design, budgeting, implementation, monitoring, and evaluation. • Designing and implementing community outreach work plans and tracking all related expenditures; preparing financial forecasts/ plans directly linked to community work plans. • Support the project manager in leading and overseeing the high-quality implementation of SC’s Health activities for refugees and host communities to fulfill obligations to stakeholders at all levels. • Coach and build the capacity of the community mobilization team as needed. • Utilize the Performance Management System, define expectations of staff members, and develop work plans and improvement plans as needed. Reporting and documentation • Assures and revises comprehensive, accurate, and on time data registration process. • Assures that the action taken are documented and cases are followed up, and the feedback recorded. • Support for preparing all reports needed for Health activities. Integrity: · honest, encourages openness and transparency; demonstrates highest levels of integrity QUALIFICATIONS AND EXPERIENCE • Bachelor’s degree in medicine/nursing/pharmacy with a minimum of 3 years of successful experience in project implementation with a reputed organization or NGO. • Experience managing primary healthcare activities, especially on a community level • Experience managing nutrition services is desirable • Previous work with refugees/asylum seekers is a plus. • Highly developed interpersonal and communication skills including influencing and negotiation. • Strong results orientation, with the ability to challenge existing mindsets. • Very good computer skills. • Report writing skills in English required. • Good knowledge of Child Safeguarding will be an added advantage. • Commitment to Save the Children International values Additional job responsibilities The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
