Eram Talent is currently seeking a dedicated Health, Safety and Environment (HSE) Specialist to join our team in Saudi Arabia. The HSE specialist ensures the safety and compliance of construction and projects by delivering and implementing risk-based safety programs, providing expert HSE guidance, and fostering a strong safety culture throughout the project's lifecycle. They ensure construction and project safety programs are effectively designed and executed. The role ensures a robust health and safety management system throughout the lifecycle of assigned construction and projects. They provide expert advice and guidance to stakeholders, including Project Managers, Engineers, and clients on HSE matters at every stage, including project handover. The role ensures the development and execution of risk-based safety programs, performing comprehensive safety assessments, and overseeing compliance to maintain safe, healthy, and regulation-compliant environments Responsibilities Review and approve RAMS (Risk Assessments and Method Statements) to ensure the safety of personnel, property, and ongoing activities. Implement and maintain HSE management systems and project safety programs, including risk-based inspections, performance monitoring, and continuous improvement initiatives. Ensure compliance with organizational and regulatory environmental, health, and safety standards through regular inspections of equipment, structures, and work activities. Lead and support incident investigations by identifying root causes, recommending corrective actions, and producing detailed reports in line with HSE procedures. Conduct regular safety meetings, training sessions, and Toolbox Talks to promote awareness and reinforce a strong safety culture. Monitor and analyze HSE performance metrics (KPIs), providing actionable insights and recommendations to improve safety strategies and program effectiveness. Perform audits and risk-based inspections to ensure compliance, track corrective actions, and verify effective mitigation of identified hazards. Review critical documentation such as safety plans, permits to work, lifting plans, MOCs, and design documents to ensure alignment with HSE requirements. Maintain effective communication with stakeholders, ensuring lessons learned are shared and corrective measures are properly implemented. Support overall project lifecycle activities, including site inspections, safety training delivery, regulatory compliance, and adherence to HSE policies, while demonstrating strong reporting, problem-solving, and stakeholder engagement skills. Bachelor’s degree in Occupational Health & Safety, Engineering, Environmental Science, or a related field. Minimum of 8 years’ experience in construction safety or HSE roles within large-scale projects. Experience working with Integrated Management Systems (IMS), including ISO standards (ISO 9001, ISO 14001, ISO 45001). Certified ISO 45001:2018 Lead Auditor qualification is required. Proven competency in Incident Investigation and Root Cause Analysis techniques. Recognized professional HSE certification such as Certified Safety Professional (CSP) or Construction Health and Safety Technician (CHST) is preferred. Internationally recognized certification such as NEBOSH Certificate or Diploma is highly desirable. Certified First Aid qualification is preferred. Valid driver’s license is required. Strong practical knowledge of construction safety practices, risk management, and regulatory compliance in international environments. Strong commitment to promoting safety culture and environmental sustainability.
