Description Oversee and manage all aspects of HSE programs; process studies, operations, and compliance for pipeline, field jointing, subsea equipment and related coating activities, covering processes such as pipe handling, pipe coating, pipe insulation with reactive chemicals, chemical handling and storage, and other related disciplines. Serve as the company’s primary liaison for Health, Safety, and Environmental activities with clients, contractors, and regulatory agencies. Develop, implement, and maintain company-wide safety and environmental programs that align with ISO 45001:2018 and ISO 14001:2015 or equivalent certifications. Conduct onsite evaluations studies, inspections, and audits to ensure compliance with federal, state, local, and international regulations (e.g., OSHA, EPA, SEMS). Ensure alignment with and compliance with client supplier and contractor and subcontractor safety standards and policies where appropriate and serve as liaison to reconcile our safety practices with 3rd parties. Provide leadership to employees, promoting a proactive safety culture and employee ownership of HSE protocols. Create and deliver effective training programs and workshops, including Behavioral-Based Safety Programs and emergency action plans (i.e. Incidents, weather, and disruptions related to safe work environment). Lead and manage risk assessments, root cause analyses, and corrective/preventive action planning for incidents and near-misses. Oversee both domestic and international client project safety requirements and specifications, including the creation of safety audit, inspection and verification plans tailored to customer needs. Collaborate with cross-functional teams, such as Quality, Operations, Projects and HR, to enhance safety performance and maintain operational excellence. Prepare and submit regular safety and compliance reports to management and stakeholders. Requirements Education: Bachelor of Science in Occupational Health & Safety, Environmental Science, or a related discipline. Experience: Minimum 7-10 years of professional experience in HSE management, preferably in pipeline coating, manufacturing, heavy industrial environment, or chemical industries Demonstrated success in overseeing HSE for facilities with 20+ staff Previous experience with hazardous chemicals Proven track record of international HSE consultancy, compliance, and training delivery. Experience with ISO 45001:2018 and ISO 14001:2015 program management. Experience with API RP 75 is a plus. International HSE training and consulting experience is a plus. Technical Skills: Familiarity with OSHA regulations, SEMS standards, and international HSE compliance frameworks. Expertise in creating and maintaining HS&E manuals, conducting ergonomic and industrial hygiene audits, and implementing Behavioral-Based Safety Programs. Leadership Skills: Strong ability to lead and mentor teams, foster collaboration, and drive a culture of safety, compliance, and continuous improvement. Excellent problem-solving, decision-making, and communication skills. Certifications: OSHA certifications OSHA 30-Hour Construction, OSHA 510 desired. OSHA 500, OSHA 7845, OSHA 3095, OSHA 2264 a plus CSP (Certified Safey Professional) or other BCSP certifications a plus CIH (Certified Industrial Hygienist) or other ABIH certifications a plus CHMM (Certified Hazardous Materials Manager) – or other IHMM certifications a plus.
