Description

Our client, The East African Crude Oil Pipeline (EACOP) is a major midstream development spanning Uganda and Tanzania. It includes the construction and operation of a nearshore Marine Tanks and Terminals (MTT) facility in Tanzania. Once completed, the EACOP Company will operate a 1,443 km electrically heated crude oil export pipeline, transporting crude oil from Kabaale–Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for export to international markets. The Health & Safety Supervisor will be responsible for providing functional health and safety support across EACOP office and field operations, ensuring compliance with local regulatory requirements and internationally recognised HSE standards. The role includes monitoring and reporting HSE performance, managing incidents through reporting, investigation, and analysis, overseeing contractor HSE management and compliance, conducting HSE inductions and training programmes, and promoting a positive safety culture. The Health & Safety Supervisor will also facilitate toolbox talks, support road safety initiatives through vehicle inspections and driver awareness programmes, participate in emergency response and crisis management activities, and ensure that all operations are conducted in accordance with established health and safety regulations, best practices, and EACOP requirements. Principle Responsibilities Provide support to Health & Safety aspects for works in the EACOP Offices. Implement the regulatory requirements to ensure compliance with local and other H&S regulatory requirements. HSE Performance reporting. Incident management including reporting, notification, investigation & analysis Contractor HSE Management - analysis of prequalification and call for tenders; evaluation and audits. Conduct HSE inductions and maintain an up-to-date database Promote positive Health and Safety culture and facilitate programs (e.g Zero Harm program) Prepare and facilitate toolbox meetings with EACOP workers and Contractors. Coordinate and implement the EACOP HSE training requirements Provide support for road safety. Conduct vehicle inspections and Driver toolbox talks. Participate in emergency response and crisis management (e.g. On-Duty Officer; Incident Management Team) Ensure that office operates in line with local and internationally recognized Health & Safety regulations and best practices. Ensure the regulatory compliance of the Contractors Promote Health & Safety and provide induction, training and toolbox talks to EACOP workers and Contractors Bachelor’s degree or equivalent formal qualification in a recognized HSE discipline (NEBOSH Certificate as a minimum). National Occupational Safety and Health certification (as required) 10 years’ experience in Oil & Gas Industry or related experience in large scale projects & industrial operations. Good knowledge in Occupational Health and Safety; Risk Analysis, Contractor HSE Management. Ability to work in a multi-cultural business setting and excellent interpersonal and communication skills are essential.
