What You'll Do: The Health Services Policy Analyst will work under the direction of the Bureau of Regulatory Operations (BRO) supervisor. This position plays a key role in shaping healthcare services, ensuring quality standards and driving data-driven decision-making. Duties Include: Conduct analyses of healthcare cost, quality, access, utilization and outcomes to inform policy decisions. Support statutory and regulatory reporting requirements, including hospital transparency, workplace safety, and certificate of need program. Formulate, implement and evaluate healthcare policies, regulations and procedures. Design, manage and execute data reporting and research projects related to licensing, stroke registry, nursing services staffing plans, bed inventory and related programs. Prepare analytical reports, policy recommendations, and legislative updates for leadership and stakeholders. Review and evaluate healthcare facility applications and compliance with the Ohio Revised Code and Ohio Administrative Code. Collaborate with hospitals, healthcare organizations, and state agencies to enhance service delivery and ensure regulatory compliance Provide expert testimony and presentations at administrative hearings and policy forums. UNUSUAL WORKING CONDITIONS: This position may require travel. Position Qualifications: Completion of undergraduate core coursework Health services administration, mathematics, statistics, actuarial science, public administration, allied health sciences, nursing, economics, public health, or comparable field AND all of the following bulleted criteria: 12 mos. exp. in Health services administration, mathematics, statistics, actuarial science, public administration, allied health sciences, nursing, economics, public health, or comparable field. 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling. 6 mos. trg. or 6 mos. exp. in use of computer programs/applications used for spreadsheets, statistical analysis & graphics presentation & word processing. 1 course or 3 mos. exp. in multiple regression or multivariate analysis. Or Completion of graduate core coursework in health services administration, mathematics, statistics, actuarial science, public administration, allied health sciences, nursing, economics or comparable field AND all of the following bulleted criteria: 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling. 6 mos. trg. or 6 mos. exp. in use of computer programs/applications used for spreadsheets, statistical analysis & graphics presentation & word processing. 1 course or 3 mos. exp. in multiple regression or multivariate analysis. Or equivalent of Minimum Class Qualifications For Employment noted above. Additional Qualifications: Applications of those who meet the minimum qualifications will be further evaluated against the following criteria: Bachelor's or advanced degree in health services administration, hospital administration, health provider field, data collection, strategic communication or information, mathematics, statistics, actuarial science, public administration, allied health sciences, nursing or public health. Experience reviewing contracts and/or health care related applications, budget and finance documents and/or construction plans. Experience conducting research activities (e.g., gathering, analyzing data, producing reports from a variety of databases). Experience in multitasking on a variety of projects associated with federal and state regulations. Experience in providing technical assistance or consultation for a program. Experience in working, reading and analyzing Ohio Revised Code and Federal Regulation. Experience in working with evaluating complex projects. Experience with computer software (e.g., Microsoft Suite: Word, PowerPoint, Excel). Scheduling and preparing for meetings to report before a group of people on data and research outcomes.
