Description:
The Health Services Program Manager is an experienced mental health professional who implements and oversees health-related services for families experiencing homelessness at Mary’s Place. This position is responsible for day-to-day management of health services across all Mary’s Place sites; including direct guest support, onsite health events, communication with medical systems, partnerships with external community providers and program volunteers. The Health Services Manager ensures that guests have access to healthcare resources in the community, including clinical health, mental health/behavioral health, and specialty care. This position works closely with the Volunteer Services team to identify opportunities for volunteers to support Health Services.
The Health Services Manager actively engages in Mary’s Place racial equity work – striving for equitable outcomes and taking responsibility for creating, maintaining, and affirming communities for people of color, immigrants and refugees, trans and gender-non-conforming people, and other populations who routinely encounter systemic oppressions.
This is a full-time, non-exempt position that reports to the Director of Supportive Services and supervises the Health Services team; including Care Coordinators and Behavioral Health Specialists. This position requires flexibility to work some weekends, evenings and holidays. This position will work out of multiple Mary’s Place sites around King County, including Downtown Seattle and Bellevue. The annual salary range is $88,000/Yr., DOE.

SKILLS/QUALIFICATIONS

• Four or more years of relevant work experience in social or homelessness services
• Three or more years of experience supervising paid staff
• Three or more years of experience managing programs; demonstrated experience evaluating and scaling programs
• Demonstrated familiarity with services and community resources that assist children, youth, and families experiencing homelessness; LMPH, MHP or MSW preferred
• Demonstrated understanding of trauma informed care, motivational interviewing, and harm reduction principles
• Ability to work across multiple Mary’s Place sites in King County
• Demonstrated experience managing grants and program budgets
• Demonstrated creative problem solving, conflict mediation, and crisis management skills
• Demonstrated ability to work well with individuals experiencing acute behavioral and physical health needs, fleeing domestic violence, and/or experiencing substance use disorder while pregnant and/or parenting
• Ability to set appropriate boundaries and maintain professional demeanor in a high stress environment
• Highly motivated, self-starter, resourceful, attention to detail, flexible, and possesses a positive attitude
• Good organization and attention to detail, professional presence, strong customer relations skills, and ability to maintain strict confidentiality
• Demonstrated ability to understand funder requirements and the importance of accurate and timely data collection/entry
• Ability to work independently in a self-directed manner and as part of a team
• Demonstrated ability to work well with people from all racial, cultural, social and economic backgrounds with various lifestyles, sexual orientations, and of all ages and genders
• Proficiency with Microsoft Suite; ability to learn new software and databases; experience with Agency database preferred
• Strong reading, writing, speaking, and listening (communication) skills in English; additional fluency in Spanish, Portuguese, Tigrinya, French, and/or Marshallese preferred
• Willing to take a TB test within 30 days of employment

• Work takes place in a social services environment where long periods of sitting, working on a computer, walking to various work areas, going up and down stairs, and standing are required
• Travel to program sites and meetings outside the site and around the county is necessary
• Ability to work in an environment where there may be animals present, including dogs

KEY RESPONSIBILITIES

Program Leadership (40%)

• Implement the vision for Health Services as established in coordination with the Supportive Services Director and shelter leadership?
• Serve as the primary liaison between the organization and external health services partners, including healthcare providers, public health organizations, and other community stakeholders
• Research and work with community agencies to identify and implement best practices for health and safety of Mary’s Place families and staff
• Coordinate and facilitate ongoing harm reduction practices, including distribution of Naloxone and managing safe Sharps removal at sites
• Provide internal and external training opportunities to staff across the organization, including New Hire Orientation, Narcan and AED, etc.
• Oversee health-related programs in shelter, including Popsicle Place and Baby’s Best Start
• Develop relationships with hospitals, community health centers, and other community agencies to improve healthcare delivery and support for Mary’s Place families
• Consult with public health agencies as needed for health-related emergency procedures and policies for healthy shelter environments
• Create and update departmental policies and procedures; ensure they are well documented and easily accessible

Team Leadership (25%)

• Provide leadership for a team of diverse professionals, including hiring, direct supervision, coaching, development, and performance management of staff
• Oversee team of health volunteers, including onboarding and ongoing support
• Conduct weekly 1:1 meeting with direct reports; including ongoing coaching and support
• Coordinate and facilitate regular team meetings
• Ensure that all Health Services staff complete a comprehensive onboarding and are trained with fidelity
• Approach challenges and collaborative efforts with a strengths-based and solution-oriented positive attitude
• Maintain an active presence across Mary’s Place’s family shelters
• Guarantee that measurable outcomes meet contractual and agency standards
• Maintain family and program files in compliance with contractual and agency standards
• Create and stay in compliance with program budgets; review and approve credit card expenses for programs
• Provide consultation as needed for health-related development opportunities, such as grant writing and reporting

Direct Behavioral Health Support (20%)

• Directly engage with families experiencing homelessness; provide triaged behavioral healthcare support, resource referrals, education, safety planning, crisis management, and warm handoffs to internal and external partners; support youth and families to enroll in behavioral healthcare with community providers
• Apply motivational interviewing techniques, as well as trauma-informed care, strengths based, harm reduction, and equity principles, in all interactions with families; ensure that services are client-led
• Use Mary’s Place systems to maintain appropriate records and documentation; monitor completion of health-related goals for individuals and families

Behavioral Health Consultation (15%)

• Coach and provide consultation to Mary’s Place staff on challenging behavioral health situations
• Regularly attend internal meetings to coordinate care for youth and families
• Develop partnerships with community-based agencies; maintain up-to-date lists of resources and supportive services that youth and families can be referred to, specifically focused on BIPOC-led and centered organizations
• Create and facilitate staff trainings on best practices for engaging with youth and families experiencing trauma, crisis, and behavioral health challenges
