Description
I. JOB SUMMARY Performs routine counseling and psychological work. Work involves psychological testing and assessing, counseling, reporting, and research. Works under moderate supervision with limited latitude for the use of initiative and independent judgment. II. ESSENTIAL FUNCTIONS A. Assists in conducting mental health care grievance investigations; interviews offenders and reviews offender medical records to assist in ensuring compliance with policies and procedures, access to care, and quality of care for mental health services; and prepares action requests and responses based on investigative findings. B. Prepares correspondence, reports, forms, and other documents; and responds to inquiries from offender families, advocacy groups, government officials, and legislative staff. C. Participates in monitoring and evaluating mental health programs; assists in the development, implementation, and evaluation of program auditing tools; and performs audits of contracted mental health care services. D. Assists with quality assurance and quality enhancement activities for offender mental health care; and reviews reports for completeness and accuracy. E. Provides technical assistance and consultative psychological services regarding mental health care issues to agency staff, provider agencies, and other organizations. F. Participates in meetings and conferences; and develops and maintains liaison with departments of the agency, outside agencies, and the public. * Performs a variety of marginal duties not listed, to be determined and assigned as needed. III. MINIMUM QUALIFICATIONS A. Education, Experience, and Training 1. Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Psychology, Counseling, or a related mental health field. Six semester hours of graduate level diagnostic testing course work preferred. 2. Experience in a psychological therapeutic or correctional environment or fifteen graduate level semester hours in Psychology, Counseling, or a related mental health field from a college or university accredited by the CHEA or the USDE preferred. B. Knowledge and Skills 1. Knowledge of current Diagnostic Statistical Manual of the American Psychiatric Association. 2. Knowledge of psychology and related disciplines. 3. Knowledge of psychological tests, measurements, and treatment techniques and practices. 4. Knowledge of the principles, ethics, terminology, techniques, and procedures of psychological assessment. 5. Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred. 6. Skill to communicate ideas and instructions clearly and concisely. 7. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public. 8. Skill to interpret and apply rules, regulations, policies, and procedures. 9. Skill in problem-solving techniques. 10. Skill in interviewing. 11. Skill to review technical data and prepare technical reports. 12. Skill to prepare and maintain complex records and files in an automated system. 13. Skill in the use of computers and related equipment in a stand-alone or local area network environment. 14. Skill in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs. IV. ADDITIONAL REQUIREMENTS WITH OR WITHOUT REASONABLE ACCOMMODATION A. Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment. B. Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane. C. Equipment (machines, tools, devices) used in performing only the essential functions include computer and related equipment, calculator, copier, fax machine, various test kits, telephone, dolly, and automobile.
