FULL JOB DESCRIPTION

Civil Design & Engineering, Inc. (CD&E) is seeking Construction QA/QC Inspectors to provide construction inspection services to monitor, inspect, and control various substation and transmission line projects throughout the Central and Western U.S. We have a need for experienced substation and transmission line construction Q/A/QC inspectors with experience up to 500kV with excellent computer skills.
CD&E is a full-service engineering, architectural, and construction management firm with extensive experience providing engineering and construction inspection services for DOE-Western Area Power Administration (WAPA).
CD&E has been providing high voltage construction inspection services for over 12 years and we have a great team of existing inspectors that can speak to our unrivaled field support not found with other staffing/engineering firms.

MINIMUM QUALIFICATIONS:

  • Inspector shall have a minimum of 5 years construction experience with high-voltage substation construction
  • Inspector shall have a thorough knowledge of OSHA 1910 and 1926 Construction Industry Regulations requirements, NESC, NEC, and applicable building codes.
  • Willing to travel and work at jobsite for up to 1 year with periodic trips home depending on duration of project.

EXPERIENCE/SPECIAL KNOWLEDGE:

The Inspector shall:

  • Possess working knowledge of safe construction work practices and recognize safety as a top priority;
  • Possess a working knowledge and have the ability to read, understand, interpret, and apply applicable OSHA regulations;
  • Have the ability to read, understand and interpret construction drawings and specifications that include, but not limited to: civil, electrical, mechanical, structural, architectural, and geological;
  • Possess knowledge of construction project scheduling, work methods, and construction materials utilized in transmission line projects;
  • Possess experience reviewing Job Hazard Analyses (JHA), monitoring safety meetings and safe work practices, and monitoring compliance with site specific safety plans;
  • Possess experience with fall prevention and the use of fall protection;
  • Possess good oral and written communication skills;
  • Be willing to work as part of a team including other contractors and Federal personnel.
  • Be capable of determining when work practices or conditions would require “Stop Work” order when the construction contractor is in “imminent danger” as defined by OSHA Construction Industry Regulations;
  • Be capable of observing, maintaining records, and preparing reports on construction contractor progress, compliance and/or noncompliance, work performance and quantities verification, and provide progress payment recommendations;
  • Be capable of preparing “as-built” drawings from contract drawings and specifications as project progresses for submission at project completion;
  • Be capable of coordinating with construction contractor and keep Construction Office Manager and/or designee informed of project progress;
  • Be computer literate and capable of email communications, proficient with Microsoft Office applications, and ability to utilize the internet for research.
  • Have a valid driver’s license and be capable of driving to project locations; and
  • Be certified to perform CPR, administer First Aid, and use an AED

PREFERRED QUALIFICATIONS

  • Familiarity with WAPA Construction and Safety Standards
  • Experience as a WAPA/electric utility employee or contractor
  • Power industry experience with applicable transmission and substation equipment
  • Experience working on Federal projects
  • Experience with High Voltage Equipment 69kV or greater
  • Experience with Procore
