Position Description Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries. The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country. About the Position The HIV/AIDS Community Prevention Advisor will support the implementation of life-saving humanitarian assistance (LHA) service delivery in alignment with the new Presidential Executive Order (EO) directives. The Advisor’s primary focus will be on providing technical and oversight support to the Department of State’s Foreign Assistance Office (FAO) to strengthen program implementation and contribute to broader efforts aimed at achieving HIV epidemic control and advancing progress toward the global 95-95-95 targets by 2030. The Advisor will focus on key programmatic areas such as provision of HIV testing services (including self-testing distribution, index case testing), demand creation and referrals for Pre-Exposure Prophylaxis (PrEP), support to HIV/TB treatment adherence and viral load suppression, strengthening referral systems, and Differentiated Service Model (DSM) to enhance linkage, adherence, and retention in HIV care and antiretroviral therapy (ART). Comprehensive case management includes HIV literacy, nutrition, TB screening and referrals, immunization literacy and tracking, and violence mitigation, screening, referral, and psychosocial support into HIV services including intimate partner violence. Location: Mozambique Responsibilities Provide technical assistance to HIV program partners, including community-based organizations, care and treatment providers, and provincial government programs (G2Gs) over a period of 12 months. Conduct regular site assessments at provincial HIV program locations to evaluate implementation, identify challenges, and provide actionable recommendations. Participate in meetings with implementing partners (IPs), including the presentation of field visit findings and delivery of evidence-based technical guidance. As a technical advisor, participate in national level technical working groups (TWGs) ensuring alignment of FOA supported partners with National HIV/TP Program Policies and Guidance. Review and provide feedback on implementing partners’ reports, workplans, and other program documents. Support oversight of program implementation and technical support to provincial government entities for effective G2G program implementation. Provide technical support to FAO including in strategic planning and shaping of programs contributing to program impact. Deliverables In collaboration with the U.S. Government, develop a technical assistance plan to improve program performance over a 12-month period. The initial technical assistance plan will be submitted within 30 days of the procurement and revised as needed in collaboration with the U.S. Government. Submit monthly reports to U.S. Government on the implementation of the technical assistance plan and on partner performance. Draft final report with recommendations for long-term partner success. REPORTING: The HIV Community Prevention Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the COR. Qualifications A master’s degree in public health, or a related field, or a medical degree is required. At least five (5) years of experience in HIV program implementation, oversight and/or technical assistance in developing countries including at least two (2) years of experience working with U.S. government and/or public international organizations is required Level IV (advanced professional proficiency) in both English and Portuguese, both oral and written, is required. Demonstrates in-depth knowledge of HIV program implementation, including community-based, care and treatment, and government-to-government (G2G) models, with a strong understanding of the operational and policy environment at both provincial and national levels. Applies advanced skills in technical assistance, stakeholder engagement, and report analysis, effectively participating in technical working groups, providing evidence-based guidance to implementing partners, and supporting the development and review of programmatic documents and workplans. Proficiency in using data analytics platforms such as Tableau, Power BI, or similar dashboards for data analysis and evidence-based program management. Excellent interpersonal skills and ability to work in a cross-cultural work environment. Good computer skills, including familiarity with Microsoft Office programs. Excellent organizational, planning, negotiating and problem-solving skills. Excellent written communication skills are required to prepare regular and ad hoc reports, activity documentation and briefing papers.
