Olgoonik is an Equal Opportunity Employer   Overview: The advisor shall provide strategic advice and sound management guidance to the Director of the HNP Central Administration (DCA), help him/her meet lawful objectives, and facilitate meetings and information flow to and from the HNP DG. The advisor shall assist the DCA in budget preparation and execution, human resource management, promotion policies, and identifying gaps in the oversight of all the sub-components of the administrative chain of command. The advisor shall coordinate all activities with the INL Haiti, attend regular meetings at the Embassy with INL Haiti, and prepare written monthly reports detailing activities undertaken and providing an assessment of challenges and successes relating to the work of the DCA. At the discretion of the COR, the advisor may be assigned to perform the described functions for other administrative units within the HNP when deployment to the DCA is not advisable. This position is contingent upon contract award.    Primary Responsibilities: * Work with INL Haiti and with the GOH to identify and recommend assistance projects relating to DCA operations. Coordinate with the United Nations, Canada and other interested international donors to avoid duplication. * Work with the Inspector General and Anti-Corruption Advisor to plan, organize, and develop projects with the Haitian government to strengthen anti-corruption efforts through the HNP and BAF. Assist HNP leadership to design and implement administrative structures and processes that improve the systems and processes for information flow and control. * Review plans, agreements and official correspondence for the Director of Central Administration and provide advice and guidance. * Facilitate communication and direct interface between the Director of Central Administration and his/her staff and INL Haiti and other U. S. Embassy offices, in coordination with the COR. * Prepare concise and accurate records and reports; keep INL Haiti regularly informed of programmatic and political developments. * In coordination with INL Haiti and the SME to the HNP DG, work with the DCA to design and implement audits designed to identify waste, fraud, and abuse in the HNP. Assist the DCA in coordinating with the IG to ensure internal affairs investigations and, when appropriate, prosecutions are undertaken when warranted by DCA findings and have appropriate support from the DCA. * Recommend and assist in implementation of new management controls to address issues identified in audits. * Identify HNP administrative staff training needs and assist INL Haiti and contractor in the design and implementation of training to strengthen management controls and planning and administrative processes. * In coordination with INL Haiti and the SME to the HNP DG, work with the DCA to re-design assignment and training management processes to ensure that HNP officers with critical skills are assigned where their skills are needed and, when possible, contribute to training other officers in those same skills.  Supervisory Responsibilities: None Education and/or Experience: * Bachelor’s degree in business administration or accounting. * At least 8 to 10 years of experience in a senior law enforcement management role and experience in internal financial management. * Previous international police experience. * Previous experience in a supervisory position.  Knowledge, Skills, and Abilities: * Ability to identify key organizational issues. * Strong advocate of proper financial procedures and processes. * Demonstrated attention to detail and the ability to perform work accurately. * Knowledge of all administrative aspects of financial management and human resources. * Demonstrated ability to successfully facilitate gradual organizational change and development in a growing organization. * Excellent judgment and creative problem-solving skills, including negotiation and conflict resolution. * Strong experience in mentoring, coaching a team with various levels of expertise. * Superior management skills: ability to influence and involve direct reports and indirect and peers. * Excellent presentation and skills in writing, verbal expression, interpersonal relations, and an ability to interact effectively with senior management.  Certificates, Licenses, Registrations: * Fluency in English and French; Creole proficiency is advantageous.  Security Clearance:   Physical Demands: Must be able to physically and medically perform in Haiti and in challenging environments.
