Olgoonik is an Equal Opportunity Employer   Overview: The HNP Intelligence Operational Development Advisor will support the efforts of the INL Intelligence and Operations Pillar focusing on the development of the Haitian National Police (HNP) Intelligence units, primarily the Intelligence Unit known as (DRG) and the Office of Judiciary Intelligence known as (BRJ), which are both responsible for gathering, analyzing, and disseminating information related to criminal activities, threats, and public safety concerns. This positions is contingent upon contract award   Primary Responsibilities: * Provide advice, design, and oversee efforts to enhance the capabilities of the DRG and BRJ in the following areas: social media, and other intelligence networks. * Monitoring criminal activities, suspicious behavior, and potential threats to public safety. * Analyzing raw data to identify patterns, trends, and connections between criminal organizations, individuals, or events. * Assessing the credibility and relevance of the gathered intelligence. * Providing intelligence support to ongoing police investigations by identifying suspects, criminal networks, and potential leads. * Assisting in the planning of operations, such as raids or arrests, based on intelligence reports. * Working closely with other HNP units, government organizations, and international bodies to share intelligence and coordinate actions against gang and organized criminal threats. * Foster collaborative partnerships among the HNP intelligence units and tactical operations units, including the Intervention and Research Brigade (BRI), The Intervention Group (SWAT), Tactical Anti-Gang Unit (UTAG), Counternarcotics (BLTS), Border Patrol (POLIFRONT), Inspector General (IG), Community Policing Unit, and the Crowd Control and Anti-Riot Unit (CIMO). Supervisory Responsibilities: None Education and/or Experience: * On active duty or retired from a bona fide police department (preferably a metropolitan area), sheriff’s department, or * Bachelor’s degree or equivalent experience, and a minimum of 10 years of law enforcement experience, at least five (3-5) years of which are within a U.S.- SWAT team, management, organizational development, planning, and/or training, two years of which must have been at the rank of Sergeant (or equivalent) or higher. Knowledge, Skills, and Abilities: * Firearms Instructor certification and/or experience recommended. Certificates, Licenses, Registrations: * Fluency in English and French; Creole proficiency is advantageous.  Security Clearance:   Physical Demands: Must be able to physically and medically perform in Haiti and in challenging environments. Responsibilities
