Job Description: Homelessness Reduction Innovation - Evaluation Specialist
Project Title: Landlord Engagement Accelerator & Rapid Housing Reserve Fund Pilot

About the Homelessness Reduction Innovation Fund (HRIF)
The Homelessness Reduction Innovation Fund (HRIF) is a national initiative led by the Government of Canada and administered by the Canadian Alliance to End Homelessness (CAEH) to accelerate reductions in homelessness through innovative, system-level interventions. HRIF provides one-time funding to communities to design, test, and implement creative approaches that remove barriers to housing, integrate culturally appropriate practices, and achieve measurable reductions in homelessness.
Position Summary
Homeward Trust Edmonton is seeking a data-driven and impact-focused Evaluation Specialist to lead the monitoring, analysis, and reporting for the Landlord Engagement Accelerator & Rapid Housing Reserve Fund Pilot. This role is critical in assessing the outcomes and effectiveness of innovative interventions aimed at reducing chronic homelessness, in alignment with the national Homelessness Reduction Innovation Fund (HRIF) objectives.
The Evaluation Specialist will design and implement a performance measurement framework, support data quality and compliance, and collaborate closely with internal teams and external partners, including CAEH, to capture learnings, report on progress, and co-create a final summary report. The role requires a strong commitment to equity, community-driven change, and evidence-based decision-making.
Duties and Responsibilities

Evaluation Design and Framework Development

• In collaboration with the data and program teams, develop and implement an evaluation plan that aligns with HRIF expectations and Homeward Trust’s strategic goals.
• Design logic models, indicators, and data collection methods to measure the impact of both pilot components (Landlord Engagement Accelerator and Rapid Housing Reserve Fund)

Data Collection, Analysis, and Reporting

• Support the collection and analysis of quantitative and qualitative data, including program and finance data.
• Collaborate with the Landlord Relations and the Data & Analytics teams to regularly review collected data, ensuring quality, completeness, and accuracy.
• Prepare and submit quarterly narrative and financial reports in collaboration with the Project Administrator and other Homeward Trust internal teams.
• Monitor project progress against target outcomes.

Collaboration and Communication

• Collaborate with CAEH’s assigned Improvement Advisors to document methods, results, and lessons learned through CAEH’s online Change Package.
• Utilize data to produce regular reports, briefing notes, and publications for both internal and external audiences, including Homeward Trust senior leadership, CAEH, and the HRIF Steering Committee.
• Lead the writing of the final project report. Support internal teams in utilizing evaluation findings to improve practices, make data-informed decisions, and adjust project delivery.

Compliance and Knowledge Management

• Ensure adherence to all reporting timelines and data quality standards as outlined in the Data Sharing Agreement and project requirements.
• Support the co-development of the final project summary report, including a comprehensive overview of results, methods, successes, and future recommendations.
• Maintain secure, organized records of all data sources, tools, and evaluation documentation.

Deliverables and Measures of Success

Deliverables

• A comprehensive evaluation framework with clear indicators, targets, and methods.
• Quarterly progress and financial reports, including analysis of move-ins, landlord participation, and fund disbursement impacts.
• Contributions to documentation products (e.g., blogs, videos, reports) for national sharing.
• Final project report co-authored with CAEH and internal stakeholders.

Measures of Success

• Achievement of key project targets:
• 115 chronic move-ins by project end,
• 50 affordable units preserved or activated,
• Improved landlord engagement and tenant retention outcomes.
• High-quality, timely, and actionable reports that inform internal decision-making and external accountability.
• Strong collaboration with cross-functional teams to translate data insights into operational improvements.
• Recognition of project outcomes and innovations in national forums (CAEH Learning Sessions, Annual Conference, case studies).
• Evaluation practices that reflect equity, cultural safety, and participant-centered approaches.

Education and Qualifications

• Degree from a recognized post-secondary institution with a focus on social sciences, humanities, urban planning, community development or related disciplines with coursework or independent study in statistics, program planning and evaluation, and/or research methods is required. A Master’s level degree is preferred.
• Equivalencies in formal education and experience will be considered.
• Minimum 3 years experience as a policy analyst, evaluation specialist, information analyst, or research analyst in the public or non-profit sector.
• Prior work with evaluation frameworks, logic models, outcomes measurement, and basic statistical analytic methods is required.
• Sound working knowledge of basic qualitative and quantitative statistical methods is required.
• Excellent proficiency with Excel software, including ability to conduct basic quantitative data analysis, use of statistical functions, and advanced charting/presentation abilities (pivot tables, vlook up etc.)
• Proficiency in SQL, Tableau, and experience with programming languages (ex: Java/python, SAS) an asset.
