POSITION OVERVIEW

Under the direction of the Director of the Housing Choice Voucher Department, the HCV Supervisor will need to:
* Provide day-to-day administration, oversight, monitoring and quality control of the HCV program to ensure program efficiency, compliance with all applicable federal, state, local and HUD regulations in addition to the Policies, Procedures and Administrative Plan of the Miami Beach Housing Authority.
* Develop/implement policies to improve staff excellence and efficient program administration to ensure high levels of information accuracy in files/documentation completed by staff .
* Manage a Team of HCV Specialists, providing guidance, support, training and professional development to ensure the highest level of professionalism, and courtesy in interactions with internal and external customers - tenants, landlords, colleagues.
* Conduct regular performance evaluations of staff, processes, and procedures to identify and support what is working well and find solutions for what needs improvement and how.
* Prepare and ensure accurate and timely submission of required financial, departmental, and other reports, maintaining comprehensive records and documentation to comply with audit standards and regulatory requirements.
* Foster and develop positive Team spirit, relationships with landlords, tenants, community organizations, relevant vendors, stakeholders, ensuring the minimal solution turn-around times for problems and issues raised by any party to ensure the continued positive reputation of the Agency.
* Coordinate the Housing Assistance Payments (HAP) by reviewing information to ensure accuracy, review invoices, correct errors.
* Assist Director of HCV program with ensuring the HACMB meets SEMAP compliance requirements by developing and instituting appropriate/effective self-assessment tools.

EXPERIENCE/KNOWLEDGE/ATTRIBUTES REQUIRED

  • Must be able to successfully lead a Team providing direction, setting goals, evaluating processes and related performance to discern accuracy cycle-time and overall output/success.
  • Must be able to successfully set Team operating standards and trained methodologies for and benchmarks of achievement. Follow-up to ensure that benchmarks are being met so overall timeframe, deadlines, output, and quality standards are met.
  • Must have ability to provide and demonstrate excellent customer service, under all conditions/circumstances, ensuring these strategies ae taught to/followed by the Team until it becomes the norm. This includes demonstrating a sense of urgency in addressing problems, providing responses, finding solutions and resolving issues.

EDUCATION/QUALIFICATIONS

  • Graduation from an accredited Institution with a Bachelor’s Degree in Public Administration, Social Science or closely-related field.
  • Minimum of 5 years of progressively responsible work experience with HUD regulations which govern HCV programs supplemented by experience in HAP processing controls, landlord and tenant relations, data collection and analysis, quality of risk assessment. A minimum of 3 years Supervisory experience, required. Advanced experience with Emphasys software system, required. SEMAP and PHA experience, preferred.
  • Certifications to be obtained: Housing Quality Standards Inspector (within 6 months), Housing Choice Voucher Manager (within 1 year).
  • Must be eligible for coverage under the HACMB fleet auto insurance.
