QUALIFICATIONS

Education & Experience:

  • Degree in Social Work, Indigenous Studies, Business Administration, or related field (or equivalent combination of relevant education and experience).
  • Minimum 5 years of experience in program management, housing services, or related field.
  • Minimum 1-2 years hands-on experience overseeing capital projects.
  • Supervisory and leadership experience, preferably in Indigenous or community-based organizations.
  • Experience in housing-first models, complex care, youth services, or food security programming.
  • Experience with social enterprise or entrepreneurship initiatives an asset.

KNOWLEDGE, SKILLS & ABILITIES:

  • Strong understanding of the historical and ongoing impacts of colonization on Indigenous peoples.
  • Knowledge of Indigenous cultures, traditions, and community practices.
  • Proven ability to manage multiple programs and teams simultaneously.
  • Strong organizational, communication, and problem-solving skills.
  • Ability to work flexible hours, including evenings and weekends as required.
  • Valid Class 5 driver’s license and access to a reliable vehicle
Responsibilities

Program Oversight & Development:

  • Provide day-to-day management and oversight of offsite housing programs and related services.
  • Oversight and connection for all off-site program coordinators
  • Ensure programs meet contract deliverables, budgets, and reporting requirements.
  • Lead the development and implementation of new initiatives, including new FRAFCA led social housing development and Red Road Moving, in collaboration with internal teams and community partners.
  • Ensure programs are culturally safe, trauma-informed, and responsive to the needs of Indigenous community members.
  • Provide oversight and accountability in capital housing projects (new builds, renovations, inspections), working with contractors and partners to ensure quality, compliance, and alignment with FRAFCA’s standards.

Staff Leadership & Supervision:

  • Supervise, mentor, and support staff across multiple housing and support programs.
  • Foster a collaborative, inclusive, and accountable team culture.
  • Support professional development and training opportunities for staff.
  • Oversee scheduling, performance management, and staffing needs.

Strategic Partnerships & Community Relations:

  • Build and maintain partnerships with funders, landlords, Nations, and community service providers.
  • Represent FRAFCA in meetings, collaborations, and community engagement activities.
  • Advocate for housing supports and resources that meet the unique needs of Indigenous peoples in Surrey and surrounding areas.
