Description Organization Overview: The Kingsport Housing & Redevelopment Authority (KHRA) offers affordable housing and additional services to eligible families within the Greater Kingsport area. KHRA administers the Housing Choice Voucher Program within eight counties and offers additional community resources through special programs such as the Family Self-Sufficiency (FSS) Program, Life BRIDGE, and Financial Opportunity Center. Additionally, KHRA operates its subsidiary, the Greater Kingsport Alliance for Development (GKAD), a non-profit organization which provides a means for the public and private sector to cooperate in providing affordable housing to low-income families in Kingsport. Position Summary: The Housing Inspector is responsible for ensuring compliance with the applicable Federal HUD standards for all properties receiving assistance through the Housing Choice Voucher and Project Based Voucher programs administered by Kingsport Housing and Redevelopment Authority (KHRA). Activities associated with the job include performing inspections on a variety of housing units to determine what alterations, repairs and/or maintenance work needs to be performed in order to bring the unit into compliance with established local housing codes and Housing and Urban Development (HUD) standards. Job related duties require knowledge of the maintenance/construction industry and applicable building safety codes, strong organizational, interpersonal, and decision-making skills, excellent observational skills and sufficient strength and agility to perform the physically demanding aspects of the job in a variety of weather conditions. Job performance is evaluated by the Executive Director and is subject to annual independent and HUD audits. Primary Duties: Conducts biennial inspections of all properties associated with the Housing Authority through the Housing Choice Voucher Program and Project Based Voucher Program per NSPIRE guidelines. Mails appointment letters, abatement, and result letters to residents participating in the Housing Choice Voucher Program to notify them of biennial inspections within required timelines. Provides information and collaborates with property management/supervisors regarding resident compliance with acceptable housekeeping standards May serve as support staff on routine housekeeping inspections as time allows Inspects housing units that have potential to participate in the Housing Choice Voucher Program at the property owners’ requests and notifies prospective property owners of any needed repairs or alterations required for participation Notifies landlords of existing deficiencies and schedules re-inspections as required. Performs rent reasonableness for the purpose of determining rent increases. Inspector would perform initials for affordability? Or case manager Inspects all units constructed prior to 1978 to determine if they are in compliance with Lead Based Paint regulations. Notifies property owners of suspension and/or abatement if notice of repairs is not received and verified within thirty (30) days of the inspection repair list being mailed Serves as a liaison between landlords and residents participating in the Housing Choice Voucher Program and Project Based Voucher Program and conducts inspections of units upon receiving complaints pertaining to the condition and/or use of the property Care of and maintenance of the assigned company vehicle and company property/tools Performs other duties as needed This job description is not designed to cover or contain a comprehensive listing of all activities, duties or responsibilities that are required of the employee. Requirements Qualifications: Graduation from an accredited four-year high school or GED Additional training in the construction trades and/or general knowledge of maintenance is preferred Thorough knowledge of existing housing and life safety codes preferred Ability to analytically research state and local code that may prevail (or requests from Landlords). Considerable experience working with the public from a variety of socio-economic backgrounds Experience performing administrative functions (answering and directing phone calls, maintaining organized file systems, data entry, etc.) Must be able to communicate verbally and electronically in a professional manner Must be able to demonstrate attention to detail and thoroughness Must be able to perform the physically demanding aspects of the job in a variety of weather conditions. Walking , standing for extended periods of time, traversing stairs Or, any equivalent combination of education or experience to provide the above "Primary Duties" Necessary Special Requirements: Possession of a valid Tennessee Driver’s License and the ability to be insured at standard vehicle liability rates.
