Description Responsible for overall compliance and operations of all rental units under the direction of the Osceola Council on Aging (OCOA) Housing Board. This includes supervision of housing staff and volunteers, ensuring compliance with North Carolina Housing Finance Agency (NCHFA), HUD, LIHTC, HOME, and other applicable program requirements. The Housing Manager serves as the primary contact for North Carolina properties and must demonstrate strong experience with NC housing programs and compliance. ESSENTIAL FUNCTIONS: Supervise housing staff, maintenance teams, and volunteers, ensuring effective operations and adherence to policies. Support compliance with HUD, LIHTC, NCHFA, HOME, and other program/funding requirements. Complete and review tenant income certifications (initial, annual, and interim) timely and accurately. Maintain accurate, compliant tenant files and waiting lists in accordance with fair housing and program rules. Work collaboratively with third-party compliance consultants to ensure tenant files and certifications meet NCHFA, HUD, and LIHTC requirements. Prepare and submit compliance reports as required by NCHFA, HUD, ownership entities, and the OCOA Housing Board. Conduct move-ins, move-outs, annual re-certifications, unit inspections, and preventative maintenance checks. Review and maintain EIV (Enterprise Income Verification) reports to ensure timely and accurate income verification. Maintain accurate property data in Onesite, TRACS, and other housing software systems. Coordinate and resolve tenant concerns, complaints, and service requests professionally. Collaborate with service coordinators and community partners to support resident well-being. Lead rent collection efforts, monitor delinquency, and enforce lease/program compliance. Represent the organization professionally with auditors, inspectors, vendors, and agency partners. Maintain a project brochure and community rental information. In collaboration with the Service Coordinator, support the development and distribution of a monthly resident calendar and newsletter focused on wellness, resources, and educational programming. Support delivery of commodities and referrals for residents in need of supportive services. Assist with processing, coding, and submitting invoices, receipts, and related check requests. Maintain regular communication with ownership entities and third-party compliance consultants, including providing updates on file reviews, certification status, inspection outcomes, and corrective action follow-ups. Assist with preparing documents for PRAC renewals and rent adjustments under the direction of the VP of Housing. Support Management & Occupancy Review (MOR) preparation and follow-up, including organizing files and gathering requested documentation. Assist in compiling monthly compliance and financial summaries for ownership entities, auditors, and the Housing Board. Conduct and support preparation for HUD REAC/NSPIRE inspections, ensuring units and common areas meet health, safety, and maintenance standards, and assist with follow-up on any corrective actions. Ensure compliance with Fair Housing regulations and promote an inclusive, non-discriminatory housing environment. Perform other duties as assigned to support the Housing Department and agency goals. Requirements Education/Training: -High School Diploma or GED required. -Proficiency with Windows-based applications and housing compliance software (Onesite, TRACS, etc.). -Bilingual English/Spanish preferred. Licensure/Certification: -COS (Certified Occupancy Specialist) required within 6 months of hire (or equivalent HUD/LIHTC certification such as SHCM). -Fair Housing training annually (must be current upon hire or completed within 6 months). -Completion of NCHFA trainings (Compliance 101, Advanced Compliance, and Key Program) within the first year of hire, if not already completed. -Knowledge of Tax Credit, HOME, and NCHFA compliance required. Experience: -Minimum 2 years of HUD program experience. -Minimum 2 years of LIHTC/NCHFA compliance experience. -Prior work with tenant certifications, compliance monitoring, and housing software. -Accounting/bookkeeping skills for invoicing and financial accountability. Interpersonal Skills: Must have excellent interpersonal, communication and organizational skills and the ability to work with a wide variety of groups and individuals. Must have effective conflict resolution skills. Essential Technical/Motor Skills: Sufficient skills to be able to read and write effectively. Essential Mental Abilities: Knowledgeable and competent to perform all essential functions. Essential Sensory Requirements: Ability to visually and audibly perform all essential functions. Essential Physical requirements: Must be able to sit for long periods of time. Sufficient mobility and strength to move about the facility and the community, have corrected vision and hearing to the normal range.
