Description ESSENTIAL FUNCTIONS 1) Supervision of housing staff and volunteers. Assist with the hiring process and training of new staff. 2) Assess applications assign housing units, maintain separate waiting list for each housing project. Ensure waiting lists are updated yearly. 3) Processing tenant requests and resolving tenant problems and concerns. 4) Review of tenant files for all projects. 5) Prepare and submit reports as required for Florida Housing Finance, HUD and reports to Hands for Homes, Inc., where applicable by property. 6) Random inspection of housing units and arrange for repairs as needed. 7) Supervision of maintenance and grounds acre for all units. 8) Referral of all tenants needing services of the Council on Aging. 9) Supervision of delivery of commodities of all tenants in need of assist ance and unable to obtain for themselves. 10) Responsible for maintaining and arranging for all yearly inspections and licensing. 11) Assist with preparation for all HUD MOR’s, REAC inspections, FHFC/First Housing annual inspections and file reviews. 12) Responsible for monthly EIV required reports and resident data collection, compliance procedures in TRACS/EIV and all other HUD secure systems. 13) Responsible for all resident data for new move in and move out, including background screening, income eligibility, applications, EIV pre- screening and security deposit collection and security deposit refund and/or disposition. 14) Prepare and present reports to the O CO A Housing Board. 15) Process tenant certifications and re-certifications within 120 days of expiration. 16) Maintain a project brochure or printed rental information hand-out to be made available to community contacts. 17) Responsible for Rent Roll system to have correct, updated information collected and dates forwarded to assist with closure/opening of each property monthly. Ensuring electronic files being sent to HUD are completed timely and without known discrepancies. 18) Responsible to download monthly CTY8 payments and distribute to resident ledgers. Responsible for all CTY8 compliance with lease renewals/payments/HAPs and all necessary required documentation within CTY8 specified time constraints. 19) Responsible for collection and disbursement of Rural Development monthly HAP funds and annual update and reporting when necessary. 20) Update annual PHA and local utility allowances and rent/income limits per designation. 21) Prepare a monthly calendar of event s and are disbursed to residents. 22) Ensure proper training of all staff and volunteers, to include their awareness of and following of safety standards. 23) Facilitate monthly safety meetings and coordinate effective safety program with housing staff. Maintain the MSDS folders for all properties. 24) Other duties as assigned that are applicable to the job description. 25) Follow all policies and procedures of the Osceola Council on Aging and Housing Division. Requirements Education/ Training: High School Diploma or GED. Must have computer experience and be proficient with Windows based applications. Requires the ability to follow written and verbal instructions. Bilingual English & Spanish is preferred, for the purpose of effective communication with volunteers, clients, and staff. Must have the ability to see, hear, speak, read and write English and Spanish. Licensure/Certification: AHM Certification ( HUD certification) and current Fair Housing Training upon or within 6 months of hire. Must have knowledge of Tax Credit/ HOME compliance. Experience: One to two years’ experience preferred. Computer experience necessary. Accounting and bookkeeping experience needed for invoicing purposes. Background Check: Must be able to be found eligible under the Florida Level 2 background check system.
