Description Primary Purpose of Position: The Housing Program Officer administers existing loan and grant program procedures and provides technical assistance to customers and partners for the various housing repair, replacement and remediation programs offered by EHS. Core Functions: · Schedule and perform program monitoring of CAAs or other subgrantee: o Perform program and administrative monitoring of CAAs or other sub-grantees; o Pre-monitoring preparation for site visit to CAAs or other subgrantee, conduct exit interview and draft final compliance reports; and o Provide training and technical assistance to CAA or other sub grantee staff at various operational levels. · Provides training and program assistance, verbally and in writing, to partners, customers and other MaineHousing employees. o Responds to inquiries from the public and partners. o Interprets program manuals and clarifies policy questions. · Processes project documentation and loan/grant packages to ensure compliance with State and federal regulations and MaineHousing policies. o Reviews submitted loan/grant packages, works with partners to resolve any compliance, and approve/denies submittals for payment/purchase. o Maintains loan/grant activity logs including LEAD and Housing program databases, and various spreadsheets. · Tracks and monitors production data to ensure program/grant goals will be achieved. o Collects, analyzes, and tracks production data by CAA/partner monthly. · Coordinates and conducts training for partners o Plans, organizes and conducts training in collaboration with the Technical Services Compliance Specialist. · Develops, maintains, and updates procedural guides and manuals. · Assists in the review, revision, and implementation of policies and procedures. o Evaluates program operations and makes recommendations to improve efficiency and effectiveness. o Performs research to stay current on rules and regulations. o Collects feedback from partners and customers. o Recommends program modifications and policy changes to EHS management. o Drafts program notices. · Prepares and/or provides information for various reports as required under grants or by EHS management. o Assists with the preparation and submittal of quarterly and annual reports to HUD on progress made in the LEAD Hazard Control program. o Compiles data for required reports. o Compiles reports on a monthly, quarterly, and annual basis and distributes to appropriate parties including EHS management. o Collects, analyzes and tracks all housing data and demographics. · Assists the EHS Fiscal team as needed to reconcile budgets, payments, and expenditures and to resolve any discrepancies. · Special projects and other duties as assigned Requirements Education and Experience: Education and two years of relevant job experience or a combination of experience, training, and independent study preferred. Skills and Knowledge: Knowledge and experience of housing repair and rehabilitation industry Familiarity with the HUD environmental review process Strong project management, time management, and organizational skills Strong attention to detail and accuracy Excellent communication skills – oral, written, and listening Ability to take initiative, work independently, and utilize creativity and analytical skills to resolve issues Knowledge of mortgage loan documentation advantageous Experience working with federal grants advantageous Strong PC skills including knowledge of various software applications (i.e. Word, Excel, and Access) Working Conditions: Fast paced environment with multiple priorities, interruptions and deadlines. The position requires periodic in-state travel to partner locations and meetings, and occasional out-of-state travel for conferences. MaineHousing’s office hours are Monday-Friday from 8:00 am to 5:00 pm. A hybrid schedule may be considered, if appropriate, after 6 months employment. Reports To: Manager of Housing Services Supervises: no one The starting hourly for this position is $22.1716 ($46,117 annually), plus a comprehensive benefits package, including, but not limited to, health, dental and vision, retirement options with employer match, life insurance, short and long-term disability, employee assistance, generous earned time and all major federal holidays.
