Description POSITION SUMMARY: The Housing Specialist is primarily responsible for ensuring that the Weatherization program as an Energy Auditor. Assists in meeting production goals. ________________________________________ ESSENTIAL DUTIES AND RESPONSIBILITIES: Performs Energy Audits for the Weatherization program as required; all inspections must be performed in accordance with applicable codes and regulations. Maintains the weatherization grant programs. Develops and coordinates work plans and bid ready specifications; prepares weatherization program bid specifications to comply with codes and regulations. Performs field inspections at clients' homes. Oversees and coordinates deliverables for contractors. Develops proposals and guidelines for weatherization crew and contractors. Issues RFP’s, evaluates bids and assists with awarding contracts in accordance with laws and rules; prepares control estimate for all bidding; follows Agency Procurement policies. Completes forms, ensuring that they are in compliance with funding source regulations; maintains files. Facilitates communication with customers, contractors, funding sources, and ACAP personnel. NON-ESSENTIAL DUTIES AND RESPONSIBILITIES: Performs additional duties as assigned. Requirements Experience and Skill Requirements: The following experience and skill requirements are considered essential: Experience: 3-4 years of prior related experience in building construction field Estimating material costs Evaluating proposals Preparing bids Preparing requests for proposal Project Management Skills: Excellent written communication skills Verbal communication skills Listening skills Use Microsoft Office applications and other computer software as applicable to the position Communicate and present information Work with a diverse population Education and Knowledge Requirements: The following education and knowledge requirements are considered essential: Two years of post-secondary education in construction related field, or the equivalent in education and related work experience Must be certified as a Energy Auditor as soon as possible after hire. Other Requirements: Additional requirements that are considered essential Must have valid driver’s license, an acceptable driving record per the program, have reliable transportation, provide proof of insurance, and must be insurable under agency policy Must pass required background checks ________________________________________ GENERAL EXPECTATIONS: Maintains and promotes the highest level of understanding of the Agency's Mission, Vision, and Goals.
