 POSITION:HPN -Properties Specialist REPORTS TO: Finance Manager LOCATION: White Plains, New York AIRPORT: Westchester County Airport   POSITION SUMMARY  The Properties Specialist reports directly to the Finance Manager and is responsible for managing tenant compliance with all contractual and financial obligations. Key responsibilities include drafting, administering and monitoring leases, permits, concession agreements, and related contracts. The Airport Properties Specialist will also develop, recommend, and enforce business terms consistent with County and Avports policies, ensuring financial accuracy and operational efficiency. KEY RESPONSIBILITIES  Contract Management & Tenant Relations  * Maintain a comprehensive schedule of tenant and vendor agreements, including key dates such as escalations, renewals, and expirations. * Collaborate closely with the Finance Manager to ensure timely execution of rent escalations, adjustments, and reimbursements. * Draft, revise, and finalize lease and service agreements in compliance with County policies, timelines, and legal requirements. * Manage tenant and vendor relationships, addressing issues of non-compliance and ensuring submission of required documentation (e.g., insurance certificates). * Oversee tenant improvement and maintenance projects, ensuring compliance with agreement terms and timely completion.   Financial Oversight, Auditing, & Reporting  * Support the Finance Manager in analyzing the financial performance of airport tenants and concessionaires through audits and variance analyses. * Assist with annual budget development, quarterly forecasts, and financial reporting to ensure accurate and transparent performance tracking. * Prepare and present financial summaries and projections to support operational and strategic decision-making. * Contribute to financial planning through accurate economic and rate analysis, ensuring consistency with airport and County financial objectives.      Market Analysis, Lease Renewals, & Properties Management  * Conduct market research to assess fair market values and competitive rates for lease renewals, office spaces, and hangar rentals. * Develop and maintain a computerized property management system to efficiently track leases, billing, and property utilization. * Establish standards, workflows and reporting tools for an effective transition to a computerized property management system. * Recommend strategies to optimize airport property revenue and occupancy rates.   Other Duties  * Perform additional management and administrative tasks as assigned by the Finance Manager.   MINIMUM QUALIFICATIONS  Education and Experience  * Associates Degree in Legal Studies/Paralegal, Business Administration, Public Administration, Airport Management or a related field and a minimum of 2 years of relevant experience; or * Paralegal Certificate with three years of experience as a paralegal.    Skills  * Advanced proficiency in Excel, databases, and property management systems. * Strong analytical, financial, and problem-solving skills with a focus on accuracy and compliance. * Excellent interpersonal, written, and verbal communication skills for effective engagement with tenants, County officials, and airport stakeholders. * Proven ability to manage multiple priorities independently while meeting deadlines. * Collaborative approach, with the ability to work effectively with the Airport senior management team, internal colleagues, and other County departments.   Licenses  * A valid driver’s license is required.     Physical Demands  * Ability to regularly lift and/or move up to 10 pounds. * Frequently required to stand, walk, reach with arms, and use hands, while occasionally required to sit, stoop, kneel, or crouch. * Vision requirements include the ability to see clearly at various distances, maintain peripheral vision, perceive depth, and adjust focus as needed.  The physical demands outlined are necessary to perform the essential functions of the job, with reasonable accommodations available for individuals with disabilities.   Probation Period  This position requires successful completion of a six-month probationary period, subject to administrative review.   EEO & Drug-Free Workplace Policy  Avports is an Equal Opportunity Employer and maintains a drug-free workplace.   ACKNOWLEDGMENT   I hereby acknowledge that I have received and read this Job Description and understand that I should consult the Human Resources Department or management regarding any questions about this position or duties reflected above.     Signature:   _____________________________________________ Date:_______________
