We are looking for an experienced HR & Administration Manager to lead our HR, administration, government relations, and office operations.

About the Role

The HR & Administration Manager will be responsible for managing the full employee lifecycle while ensuring smooth administration, government compliance, and office operations. This is a hands-on managerial role suited to someone who is highly organized, commercially aware, and comfortable working independently in a fast-paced, sales-driven environment.

Key Responsibilities

  • Manage end-to-end recruitment for sales, corporate, and support positions.
  • Develop and maintain a strong pipeline of real estate sales talent.
  • Manage onboarding, employment contracts, visas, Emirates ID, and RERA broker card processes.
  • Oversee employee lifecycle activities, including probation, promotions, transfers, and offboarding.
  • Coordinate payroll, WPS, leave, commissions, benefits, and end-of-service settlements.
  • Handle employee relations, grievances, and disciplinary matters in line with UAE Labour Law.
  • Ensure compliance with MOHRE, GDRFA, DED, and RERA/DLD requirements.
  • Manage trade license, Ejari, insurance, and other statutory renewals.
  • Supervise PRO activities and government-related transactions.
  • Manage office facilities, vendors, procurement, maintenance, and administrative budgets.
  • Develop HR policies, procedures, employee handbooks, and performance management processes.
  • Coordinate training and employee engagement and retention initiatives.
  • Implement and manage HRIS systems and improve HR processes through automation.
  • Use AI and digital tools to automate routine HR and administrative tasks.
  • Provide management with regular reports on headcount, recruitment, turnover, payroll, and compliance.

Requirements

  • Bachelor’s degree in HR, business administration, or a related field.
  • Minimum 2 to 3 plus years of HR and administration experience in the UAE.
  • Strong practical knowledge of UAE labor law, MOHRE, GDRFA, WPS, and RERA/DLD requirements.
  • Experience managing both HR and administration functions independently.
  • Real estate, brokerage, or commission-based sales experience is preferred.
  • Experience with recruitment, payroll coordination, employee relations, and government processes.
  • Strong organizational, communication, and problem-solving skills.
  • High level of confidentiality and professional integrity.
  • Proficiency in Microsoft Office/Microsoft 365 and HR systems.
  • Comfortable using AI and automation tools to improve HR processes.
  • Excellent English communication skills. Arabic, Hindi, Urdu, or Russian is an advantage.
