General Statement: Under the direction of the Chief Human Resources Officer (CHRO), the Human Resources Business Partner will assist in maintaining the general operations of the Human Resources (HR) department, including recruiting, benefits administration, employee relations, labor relations, and enforcing company policies and practices.   Statement of Tasks: * Works with management, employees, and unions to resolve matters, including investigations and providing recommendations. * Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law. * Reviews, tracks, and documents compliance with assigned training by the HR department. This may include leadership training, anti-harassment training, and aptitude exams. * Recruits, interviews, and facilitates the hiring of qualified job applicants for open positions; collaborates with departmental managers to understand skills and competencies required for openings. * Conducts or acquires background checks, physicals, and employee eligibility verifications (OTIS, LARA, I-Chat, References). * Conduct new employee orientation and any testing requirements needed for specific jobs; * Performs routine tasks required to administer and execute human resource programs, including providing training and development to staff of assigned programs. * Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff. * Maintains compliance with federal, state, and local employment laws and regulations; recommends best practices; reviews policies and practices to maintain compliance. * Assists in and/or represents the agency in contract negotiations, grievance hearings, and special conferences. * Assists Benefit Specialist with processing and monitoring COBRA implementation; * Processes requests in relation to temporary staff; * Assists in conducting exit interviews; * Performs other duties as assigned. Minimum Requirements: * A bachelor’s degree in human resources management, business administration, or a related field is required. * Minimum of 2 years of human resources experience required. * HR certification is a plus Required Knowledge, Skills, and Abilities: * Excellent verbal and written communication skills.  * Excellent interpersonal, negotiation, and conflict resolution skills. * Excellent organizational skills and attention to detail. * Excellent time management skills with a proven ability to meet deadlines. * Strong analytical and problem-solving skills. * Ability to prioritize tasks and to delegate them when appropriate. * Ability to act with integrity, professionalism, and confidentiality. * Thorough knowledge of employment-related laws and regulations.
