Summary or Purpose Responsible for planning, coordinating and supervising the human resource functions to enhance the morale of District personnel, promote the overall efficiency of the District and maximize the educational and support personnel available for the School District. Minimum of four years successful administrative and staff supervision experience required. Four years successful experience in benefits, compensation, personnel and employee relations management or school administration experience required. Three years of experience in the recruitment of qualified staff required. Three years of experience utilizing a Human Resource database required. Experience with Alaska Department of Education and Early Development certification requirements. Prior experience with the North Slope Borough School District preferred. Essential Duties and Responsibilities Interpret, articulate and enforce applicable federal laws, state statutes, negotiated agreements and other personnel related documents. Work with administrators to help them interpret and enforce applicable state laws, negotiated agreements and other personnel related documents. Maintain a current District database on the status of all current employees that is available to all District administrators. Support the administrators with their Level 1 Compliant and Grievances processes. Within the first two years of employment with the NSBSD the employee must complete an NSBSD approved introductory course in the Iñupiaq language. Registration or tuition fees associated with the course will be covered by the NSBSD. Provide technical assistance to the Superintendent, School Board and other administrators regarding personnel policies. Effectively interface with administrators and the Business Office regarding staffing including transfers, hiring, terminations, promotions and leaves of absence. Monitor all employee evaluations in cooperation with the administrative divisions. Ensure the development and maintenance of the District’s Affirmative Action Plan. Effectively coordinate with M&O to ensure that staff are met, provided housing and transportation when needed, when they arrive in town. Implement procedures for the collection, maintenance, verification, confidentiality, use, dissemination, and disposition of personnel records. Recommend and promote motivational strategies for the improvement of employee morale. Serve as a resource person for collective bargaining negotiations. Prepare and distribute recruiting materials. Develop new hire in-services, District-wide in-services, help the administrators develop in- service activities, and maintain the District’s records regarding required personnel training. Supervise and evaluate Human Resource department staff. Adhere to all District policies and regulations. Perform such other tasks and assume other responsibilities as the supervisor may assign.
