This pivotal role involves enhancing employee engagement, fostering a positive workplace culture, and ensuring compliance with employment laws. You will work collaboratively across departments to address employee concerns and implement best practices that align with our organizational values. SUPERVISION Supervision Received This position is supervised by the HR Director. Supervision Exercised This position will be responsible for supervising the Human Resource Assistants. RESPONSIBILITIES: Develop and implement employee relations strategies and programs that promote a positive workplace culture and enhance employee satisfaction. Oversees the work of the Human Resource Assistants, Provides training and direction to ensure work is done to specifications. Hires, conducts performance evaluations, ensures appropriate coaching and discipline is delivered, and terminates as needed. Provide expert guidance on employee relations issues, including performance management, disciplinary actions, and conflict resolution. Conduct thorough investigations into employee issues, complaints and grievances, ensuring fairness and consistency in handling sensitive matters. Develop performance improvement plans. Write professional and thorough investigation reports. Oversee employee separation notices and related documentation. Conduct employee exit interviews. Collaborate with management to develop training programs on employee relations best practices, promoting awareness and understanding of policies. Attend trainings as needed to ensure knowledge base. Analyze employee feedback and engagement survey results to identify trends and recommend solutions for improvement. Provide oversight of all hires, transfers and terminations. Oversee all aspects of new employee onboarding and orientation as well as supervisor onboarding and orientation. Administer and train employees on the performance review program. Review all accommodation requests, investigate and follow up as needed. Stay updated on labor laws and regulations to ensure compliance and mitigate risks to the organization. Collaborate with management to design and implement training programs focused on workplace behavior, diversity, and inclusion. Analyze employee feedback and metrics to identify trends and recommend actionable solutions. Ensure accurate personnel records are maintained. Provide backup for the Payroll Clerk position. Prepares reports as needed and requested Represents organization at personnel related hearings and investigations Provides input on budget for human resource related items when requested. Other duties as assigned. Requirements QUALIFICATIONS Strong knowledge of employment laws and regulations, with the ability to apply them in various situations. Proven experience in conflict resolution and negotiation skills. Exceptional interpersonal and communication skills, with the ability to build relationships at all levels of the organization. Education/Experience: 4+ years of experience in employee relations, HR management, or a related discipline, or a bachelors degree in human resources, business administration or related field and 2+ years of human resources experience. Certifications: SHRM certification preferred. Knowledge, Skills, and Abilities: Strong problem-solving skills with a proactive approach to addressing employee concerns. Adept at managing sensitive information with confidentiality and discretion. Ability to work collaboratively with diverse teams and stakeholders. PHYSICAL DEMANDS While performing the essential duties of this job, the employee is regularly required to use office automation including computer and phone systems that require find manipulation, grasping, typing and reaching. The employee is occasionally required to stand; walk; reach with hands and arms; stoop; kneel and/or squat when adjusting equipment or retrieving supplies. Prolonged periods of sitting at a desk and working on a computer. The employee may occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, peripheral vision, distance vision and the ability to adjust focus. WORK ENVIRONMENT Work is performed in an office environment and the noise level is usually moderate, but occasionally may be exposed to loud noise such as raised voice levels and alarms. Occasional out of area travel and overnight stays will be required for attendance and meetings or trainings. This position may be exposed to the everyday risks or discomforts which require normal safety precautions typical of such places as an office (i.e. moving mechanical parts, airborne particles, electrical shock, etc.). PRE HIRE DRUG SCREEN CRIMINAL BACKGROUND CHECKS Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380. Must pass internal background check through CRIS, Inc. In addition to a pre-employment background checks, each employee, volunteer and contractor shall be checked on a monthly basis against the OIG and GSA exclusion lists, as well as other federal and state agency lists. If it is discovered that an employee, volunteer or contractor is excluded or sanctioned it will be the cause for immediate termination of employment, volunteering, or the termination of the contract. PERSONAL AUTO INSURANCE Must hold a valid driver’s license as well as personal auto insurance for privately owned Vehicles utilized for CCS business such as client service purposes, travel between business offices and the community, to attend required meetings and trainings. Must show proof of $300,000 or more liability coverage for bodily injury and $100,000 or more in liability coverage for property damage, and maintain said level of coverage for the duration of employment at CCS. The employee’s insurance is primary with CCS insurance being secondary. CCS reserves the right to deny any employee the use of a vehicle owned by CCS.
