Description:

The Center for Urban Community Services (CUCS) is an acclaimed human services organization and one of the nation’s largest providers of supportive housing social services. CUCS is a leader in implementing new practices, sharing knowledge and assisting in shaping local, state and national strategies, so that persons who are homeless, low-income, living with mental illness, or have other special needs can live successfully in the community. The Human Resources Generalist position is located at the main office in East Harlem.
CUCS’ Human Resources department is expanding and looking for an HR Generalist to join our team. The Human Resources department supports over 650 employees in the areas of benefits, compensation, recruitment, orientation, performance, etc. This individual must possess a thorough knowledge of office procedures and the ability to participate in identifying and addressing operational problems. The HR Generalist is expected to exercise initiative and good judgment and to carry out their duties with a high degree of autonomy.

Responsibilities:

Preboarding and Onboarding:
Managing applicant portals during the recruitment phase
Conduct background checks in accordance with funder requirements.
Initiate offer letter and wage notices for selected candidates
Execute preboarding and onboarding activities to prepare new hires for a smooth start.
Facilitate comprehensive onboarding programs and orientations for employees across various departments and groups.
Conduct training sessions for new hires and other employee groups monthly.
Benefits Administration and Billing:
Oversee all aspects of benefits administration, including open enrollment processes and ongoing management of employee benefits.
Manage all billing, perform reconciliations, liaison with fiscal team, and conduct EDI audits for carrier connections.
Address inquiries related to benefits and manage all life event changes affecting benefits.
Worker Compensation:
Coordinate and Manage worker compensation claims, ensuring timely processing and resolution.
Coordinate with insurance brokers and medical providers to manage claims effectively.
Ensure accurate record keeping of all workers’ comp claims in the HRIS system.
Unemployment Data Inquiries:
Respond to unemployment data inquiries, ensuring accurate and timely information is provided.
Manage unemployment claims and related documentation.
Leave of Absence Administration:
Handle inquiries and manage the administration of all leave types, including statutory and internal leaves.
Oversee the complete leave cycle from initiation to return, ensuring compliance and managing the impact on employee benefits.
Timecard Management:
Supervise timecard entries and ensure accuracy in reporting as it relates to leave of absence and workers compensation claims.
Resolve timecard discrepancies and assist managers and employees with timekeeping issues and inquiries.
HRIS Maintenance:
Maintain and update the Human Resource Information System (HRIS) to ensure accurate employee data.
Ensure accurate and timely data entry for new hires, terminations, promotions, and other employee changes within the HRIS and all other related systems
Manage user accounts, including creating, updating, and deactivating user profiles.
Set and monitor user permissions and access levels based on roles and responsibilities.
Troubleshoot and resolve system issues or errors reported by users.
Customize system workflows, fields, and forms to meet specific organizational needs and enhance efficiency.
Develop and update user manuals and training materials as needed.
Provide training and support to HR staff and employees on the use of the HRIS.
Compliance and Audits:
Maintain data integrity at the highest level by conducting periodic audits to identify and correct possible discrepancies
Ensure compliance with employment laws and regulations, conducting regular audits to maintain adherence to policies.
Prepare for and participate in compliance audits, addressing any findings or recommendations.
Documentation and Data Retention:
Oversee the documentation and retention of HR records, ensuring compliance with legal and organizational requirements.
Maintain accurate and organized files and records for all employees.
Vendor Portal Management:
Manage various vendor portals related to HR functions, including benefits, payroll, leaves, and employee services.
Liaise with vendors to resolve issues and ensure smooth operations.
Agency Liaison:
Act as a key point of contact for internal and external stakeholders, addressing HR-related queries and concerns.
Build and maintain strong relationships with employees, management, and external partners.
Reporting and Analysis:
Generate and analyze ad-hoc reports related to HR metrics and performance.
Provide insights and recommendations based on data analysis to support HR initiatives and decision-making.
Education and Experience:
Bachelor’s degree in Human Resources, Business Administration, or a related field with a minimum of 1 year of relevant experience; or
Associate’s degree with 3 years of relevant experience; or
High school diploma with 5 years of relevant experience.

Adaptability: Ability to handle multiple priorities and work under pressure, demonstrating flexibility and adaptability.
Self-Motivation: Self-starter with the ability to work independently and with minimal supervision, while also thriving in a team environment.
Relationship Building: Ability to influence and build strong relationships with employees, management, and external stakeholders.
Work Environment:
Hybrid (3 onsite / 2 remote)
Must have a functioning equipment for remote days (agency does not supply equipment)
Must have cellphone for remote days (agency provides cellphone stipend)
Physical Demands:
Sit and stand for prolonged periods.
Heavy phone work daily and during peak business times in the year.
Speak so that others may understand at normal levels and on the telephone.
Walk, bend over, reach overhead, grasp, push, pull and move.
Lift and move items, equipment or otherwise weighing 15 lbs or more.
Work indoors in a standard, open space office environment and be in direct contact with other employees, individuals, and the public.
