IMMEDIATE SUPERVISOR: Office Administrator - Philippines         POSITION LOCATION: Quezon City, Philippines General Summary: The Human Resources (HR) Manager is responsible for supporting a dynamic, high performance and inclusive organizational culture in the Oceana Philippines office, while ensuring efficient HR systems and operations that create a healthy and stable foundation to support Oceana’s goals in the country.  The HR Manager will develop and drive improvements to HR practices, processes and programs, including employee engagement, development and retention, performance management and the recruitment and onboarding of new staff. The HR Manager is responsible for the maintenance and development of processes and metrics that support the achievement of the office’s goals which includes ensuring compliance with Philippines Labor Law and Regulations, as well as Oceana Global Code of Ethics and other human resources policies, procedures, and regulations.  Principal Duties and Responsibilities Essential Functions: People and Culture * Office Culture: Foster a safe, supportive, and inclusive work environment built on trust, ensuring alignment with Oceana’s mission and values while empowering collaboration and open communication across teams and staff members. * Employee Engagement: Develop initiatives that foster staff well-being, satisfaction, and engagement across teams. * Diversity, Equity, and Inclusion (DEI): Champion DEI initiatives, ensuring equitable and inclusive workplace practices. * Strategy and Policy Development: Develop an OPI People strategy and ensure the updating and alignment of HR policies and procedures in compliance with Philippine labor law requirements, as well as Oceana HR rules and best practices. * Conflict & Grievance Resolution: Serve as a point of contact for workplace concerns, ensuring effective process towards resolution of conflicts or grievances and consistent application of resolution practices. Ensures the proper conduct of investigation, mediation, conciliation or settlement proceedings and elevates HR issues to the office leadership and Global HR as needed. HR Systems and Processes * Onboarding/Offboarding: Manage onboarding and orientation processes for new employees, ensuring a seamless integration into OPI’s systems and ways of working, as well as managing the exit or ‘offboarding’ of staff when necessary * Compliance: Ensure HR policies comply with legal standards, including relevant labor laws, health and safety regulations, and other relevant requirements  * Performance Management: Oversee and support coordinating and tracking the performance evaluation process, and pathways for improvement and career growth of staff in collaboration with line managers * Staff Development: Maintain systems that support training and professional development initiatives, encouraging continuous learning and growth within the organization * Compensation Reviews: Review and rationalize OPI’s salary grading system, and conduct periodic benchmarking to ensure fair, competitive and equitable compensation. * Maintain internal systems to enable the above, including contributions to change management, internal communications and employee feedback. Administration * Recruitment: Manage the full-cycle recruitment process including finalization of job descriptions, advertisement of vacancies, review of applicants, scheduling and conducting interviews alongside senior management, checking candidate references, and collecting new hire documents in conjunction with the Office Administrator and Vice President * Compensation and benefits: Administer compensation and benefits program in compliance with internal policies and labor regulations. Manage employee benefits enrollment and ensures all employee benefits-related inquiries and challenges faced by employees are handled and resolved adequately.  * HR Policies and Protocols: Advise and support staff regarding HR policies and procedures. * Supports the updating of personnel files and other related HR documents including employment agreements, amendments, time sheets, calendar holidays and leaves. * Audit compliance: Provide information as required by Compliance Officers/Auditors during audits. * Perform other duties as required by the OA and/or the Vice President, Job Requirements Required Skills & Qualifications: * Bachelor's degree in Human Resources, Business Administration, Organizational Development, Sociology or related field with 5-10 years of experience in people and processes management, culture development, or operations, ideally in the nonprofit/NGO sector; or an equivalent combination of education and education. * Proven track record in building organizational culture and boosting employee engagement. * Skilled in conflict resolution across diverse cultures, contexts, and locations.  * Experience in design and implementation of employee programs and knowledge of HR and/or organizational development best practices.  * Familiarity with Philippine Labor Laws and Regulations * Skilled in managing operations and improving efficiency. * Excellent communication and interpersonal skills. * Able to work independently, handle multiple tasks, and adapt to shifting priorities. * Strong facilitation, administration, budgeting and planning skills. * Flexible and adaptable, working across diverse cultures, contexts, and time zones daily. * Skilled at maintaining confidentiality and handling sensitive issues professionally. * Strong commitment to diversity, equity, and inclusion. * Team player with excellent communication skills, experienced in working with diverse cultures. * Organized, detail-oriented, and able to meet deadlines. * Flexible, adaptable, and solution-focused; takes initiative. * Proficient with technology and communication tools. * Willing and available to work across time zones, and collaborate with multicultural teams. * Willingness, availability and ability to travel (local, regional and international) Founded in 2001, Oceana is the largest international advocacy organization dedicated solely to ocean conservation.
