The HR Manager will lead and manage the complete Human Resources function, covering recruitment, HR operations, policy and process design, HR budgeting, and general administration, ensuring the department runs efficiently and in full compliance with UAE labour law and company standards.

Recruitment & Talent Acquisition

• Manage the full recruitment lifecycle — sourcing, screening, interviewing, and onboarding — across all departments.

• Partner with department heads to forecast manpower needs and build role-specific hiring plans.

• Maintain and manage relationships with recruitment agencies, job portals, and other sourcing channels.

• Ensure timely closure of open positions in line with business requirements and approved headcount.

• Own the offer, onboarding, and induction process for new joiners.

HR Operations

• Oversee day-to-day HR operations, including employee lifecycle management (onboarding to exit).

• Manage visa processing, labour contracts, and government/MOHRE-related documentation.

• Maintain accurate and up-to-date employee records and HR databases/HRMS.

• Handle employee relations, grievances, and disciplinary matters in line with company policy and UAE law.

• Coordinate performance management cycles, appraisals, and employee engagement initiatives.

• Manage leave, attendance, and payroll-related HR inputs in coordination with Finance.

Policies & Processes

• Develop, review, and implement HR policies and procedures aligned with company objectives and UAE labour law.

• Ensure consistent communication and enforcement of policies across all departments.

• Design and continuously improve HR workflows and SOPs to enhance efficiency and compliance.

• Keep the Employee Handbook and related documentation current and legally compliant.

Budgeting

• Prepare, monitor, and manage the annual HR department budget, including recruitment, training, and welfare costs.

• Track HR-related spend against budget and report variances to management.

• Provide manpower cost planning and headcount budgeting support to senior management.

Administration

• Oversee general administrative activities related to office operations, employee welfare, and facilities as required.

• Manage vendor relationships for HR and admin-related services (insurance, PRO services, uniforms, etc.).

• Ensure smooth coordination between HR, Admin, and PRO functions for all employee-related government processes.

• Support internal and external audits related to HR and administrative compliance.

Reporting

The HR Manager will report to senior management and provide regular updates on recruitment status, HR operations, policy matters, and budget performance.
