KEY REQUIREMENTS:

  • Extensive experience of developing and delivering customer focused employment/HR policies working in close partnership with managers, trade unions, senior colleagues and external providers
  • Ability to analyse and interpret highly complex and varied workforce problems and to develop a range of solutions
  • Knowledge and understanding of Local Government, its functions, structures and governance.

Responsibilities

ROLE OVERVIEW:

We have an exciting opportunity for 2 HR Managers to join Oldham council, for a fixed-term of 12 months. We are looking for extensive experience of employee relations along with change management, particularly TUPE and organisational redesigns. In addition, the HR manager role requires confidence in dealing directly with senior stakeholders to support strategic objectives. We have one role which is covering maternity leave from September working with our directorates and schools, leading a team of HR advisors. The second role is supporting the MioCare business, and a small HR team comprising HR advisory, L&D and HR administration. Experience working with trade unions is desirable.

KEY RESPONSIBILITIES:

  • Provide managers and staff with professional, comprehensive and timely advice and support on complex, sensitive and contentious HR issues, including management of change and TUPE with minimal supervision, ensuring that organisational and legislative requirements are met, and the highest standards maintained
  • Monitor ER casework and identify hotspots where additional developmental input with managers is required
  • To lead on specific projects which contribute to the delivery of the Workforce StrategyTo deliver organisational change programmes to support the transformation agenda, co-ordinating and advising senior teams and employees on the implementation of service changes and improvements relating to staffing and structures.
