Main Purpose of the Job: The Human resource Officer is responsible for preparation and positing of Local vacancy announcements, updating the personal files, tracking of benefits, and monitoring compliance with performance management system. The post holder reports to the Field Coordinator and HR Coordinator. Duties and Responsibilities: Recruitment–posting of job advertise receiving, sorting applications, arrangements for interviews and preparation of contracts for newly recruited national staff. Analyse the positions, preparing the Job Descriptions, Job Classifications and Job Evaluations before posting the job. Responsible for the office notice boards, positing of information, clearing old information, proper arrangement. Collecting the applications, screening the applications, preparing the long list & short-list and schedule the interviews. Participate and facilitate the recruiting and selection process and recommend the talent and potential job candidates. Conduct strong background check for newly hired employees with their current and previous employers and ensure to hire a right person for the right job. Issuing the employment offer and contract and ensure the employees receive a copy of that. Complete and maintaining the HR files. Responsible for arranging orientation to newly hired employees. Conduct briefing and orientation to the newly hired employees regarding their role & responsibilities and rule & regulation of the IRC Policy. Assist in the preparation of payroll for national staff. Maintaining Hard and digital personnel files. Ensure all relevant documents are filed and exist in personal files for Kabul office. Ensure the employees personnel information is kept secure and confidential. Ensure all the audit required documents are available in personnel files. Responsible for receiving field offices request and processing those requests. Responsible for updating HRIS (Human Resources Information System) database and all other HR related tracking forms. Maintain and process the exit package for all terminated staff and properly filed for final payment processing. Update vacancy tracking list. Process Mahram payments as per IRC Mahram guideline. Providing advice and assistance for national staff regarding policy implementation. Attend and participate in trainings identified/organized by my supervisor. Follow any new procedures and guidelines designated in circulars from Country Director. To report any violations of IRC policies as per IRC Mandatory Reporting Policy. To assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers. support leave taken / absence for: Annual Leave, Sick Leave, Maternity Leave, comp time to keep update leave record for National staff and keep update the recording it on monthly basis. Make sure the newly hired employees are registered with the e-attendance system (Fingerprint Machine) Prepare and review the employee monthly timesheets. Keep and collect the expect leave record and timesheets. Tracking the national staff leave records and notifying Kabul based staff of the status of their accrued used and unused annual leave and sick leave days. Keep track of employee’s probationary and annual completion dates. Responsible to bring the issue to the attention of the supervisors to appraise their staff performance during their probationary and annual anniversaries. Issuing the employment confirmation and contract extension letters to the employees after appraisal. Carries out other job relevant duties as assigned by my supervisor. Others: • Promote and actively participate in GEDI initiatives and efforts to build team engagement, inclusion and diversity in IRC Afghanistan. • Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies. Key Working Relationships: This position is working directly under supervision of FC and HR coordinator. Qualification and Requirements: Bachelors in BBA specialized in HRM, Economics or relevant. 2 to 3 years relevant experience specially with international NGOs Proven experience in Personnel Management Excellent English and Dari/Pashtu Must have computer skills. Good organizational, diplomatic, and reporting skills Ability to work under pressure. Excellent cross-cultural skills: prior experience working in a multi-cultural environment is an added advantage.
