BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The World Food Programme (WFP) is the world’s largest humanitarian organization saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity, for people recovering from conflict, disasters and the impact of climate change. Multiple crises have impacted food insecurity in the Syrian Arab Republic, severely constraining access to adequate food. The Interim Country Strategic Plan (ICSP) aims to respond to the growing food and nutrition needs, the severe deterioration of livelihoods and resilience, and the collapse of food systems. Targeting is being refined to prioritize the most severely food insecure and malnourished. Owing to multiple changes in global humanitarian and country contexts, Syria Country Office is regularly adapting its strategic direction and operational priorities to ensure it continues providing aid to the most vulnerable people of Syria and making a valuable impact. To maintain agility and right level of skills & competencies to deliver on its priorities, the Syria Country Office is regularly reviewing its workforce composition. As a consequence, the Country Office is currently launching a number of national recruitments with the objective of having most onboarding completed by December 2025. The HR unit is playing a key coordination and facilitator role in these priorities and requires dedicated engagement to meet the overall objectives. CONTRACT DETAILS: Contract Type: Regular Consultant (CST I) Duration: 2 months Duty Station: Damascus Number of required employees: 1 ACCOUNTABILITIES/RESPONSIBILITIES: Under the direct supervision of the Head of HR, the HR Officer (Talent Acquisition) will be based in Damascus, Syria and will be fully engaged in managing the Talent Acquisition portfolio and ensure positions are filled within target timelines and in accordance with related HR framework provisions. The HR Officer (Talent Acquisition) will also supervise staff within the sub-team. Responsible for full selection cycle for national and international consultancy positions. Manage recruitment processes for some positions along with the team. Partner with hiring managers to understand their specific staffing needs and implement solutions to meet those needs. Provide inputs and coordinate planning for sequencing recruitments according to various levels of prioritisation, including mapping stakeholder involvement, deliverables, and timing milestones. Provide guidance on national recruitment processes ensuring selection and selection processes are consistent, transparent, and fair in accordance with established WFP selection framework and specific Country Office’s SOPs. Actively engage with all stakeholders, ensuring timely inputs & participation, planning ahead for back-ups and ensure timely follow-ups to maintain required momentum and final onboarding of selected candidates. Provide updates on recruitment and selection progress on regular basis, maintaining open communication with all staff, proactively flagging delays, bottlenecks, identifying solutions and implementing corrective measures. Carry-out selection analytics to identify gaps, improve processes and services as well as provide data for relevant decision-making. Contribute to the develop of effective talent acquisition by using new technologies, social media, software and networks to identify, attract and hire the best talent in support of the Country Office’s strategic objectives. Maintain a drive towards increasing gender parity in WFP Syriaby implementing diverse interview panels, and regularly review and analyse recruitment data to identify and propose solutions to address gender imbalances, ensuring equal opportunities for all candidates Guide candidates and hiring managers in using Workday for all recruitment steps. Use Workday’s reporting capabilities & internal tools to prepare and present regular recruitment-related statistics. Maintain comprehensive documentation for all recruitments in dedicated sharepoint site. Contribute to the continuous improvement and simplification of the selection process by implementing new/updated HR policies, procedures and systems and recommend changes where applicable. Coordinate activities of the Talent Acquisition team and supervise team members, providing guidance and reinforcing cohesion. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with two additional years of related work experience or trainings/courses. Experience: Minimum 3 years of progressively responsible post-graduate professional experience in Human Resources, Talent Acquisition, entitlements management, capabilities strengthening. Demonstrated ability to manage projects within HR spectrum. Experience in talent acquisition, selection, sourcing, outreach and candidates’ engagement Use of social media and communication methodologies for outreach and sourcing. Experience within WFP and/or other UN agencies in talent acquisition field is an added value. Knowledge & Skills: HR best practices, techniques, processes and theories in Talent Acquisition. Ability to successfully engage with diverse stakeholders and adapt communication style based on audience. Ability to manage multiple priorities at any time, while maintaining high standards of work on tight schedules and fast-paced environment. Ability to work well and tactfully with a diverse team in a multicultural environment. Problem-solving aptitudes as well as developing constructive solutions. Ability to establish and maintain effective relationships with clients and provide client-oriented service. Good communication skills and able to adapt style to different situations and individuals. Ability to work successfully under pressure and with minimum supervision. Languages: Fluency in written and verbal English communication (level C); knowledge of Arabic is an added value.
