Job Purpose

The HR Operations Executive plays a vital role in bridging field workforce management, camp accommodation logistics, site operations, and core HR administration. This role ensures smooth mobilization/demobilization of blue-collar and skilled workforce, optimal camp utilization, accurate payroll processing, prompt grievance resolution, and efficient site coordination to maximize workforce deployment across various client sites.

Key Responsibilities & Duties

1. Workforce Mobilization & Demobilization

  • Coordinate and prepare all required documentation, gate passes, site inductions, and compliance paperwork for smooth workforce mobilization to client sites.
  • Execute demobilization formalities on time upon project completion, contract expiration, or client release.
  • Track trade test certificates, technical qualifications, and safety certifications to ensure candidates meet client job requirements prior to deployment.

2. Camp Logistics & Bed Space Management

  • Oversee and log all daily workforce camp entries, exits, transfers, and room allocations.
  • Maintain real-time tracking of camp bed space capacity, vacancies, and room assignments to optimize accommodation costs.
  • Coordinate with local vendors, camp suppliers, catering, and maintenance teams to ensure safe, compliant, and comfortable living conditions.

3. Bench Management & Marketing Coordination

  • Regularly track, audit, and verify available manpower on the bench by trade, skill set, and qualification level.
  • Proactively update the Marketing and Business Development teams regarding available manpower reserves to accelerate client placement.
  • Drive initiatives to minimize bench idle time by pushing for immediate deployment and re-allocation of available personnel.

4. Site Coordination & Supervisor Management

  • Directly manage, guide, and supervise Site Supervisors to ensure compliance with operational standards, work safety, and productivity.
  • Conduct periodic on-site and camp reviews to verify workforce availability, site presence, and supervisor reports.
  • Serve as the central point of contact between client site representatives, site supervisors, and HR management.

5. Timekeeping, Attendance & Payroll

  • Collect, verify, and maintain daily timesheets, attendance logs, overtime records, and leave requests for all field workers.
  • Reconcile site timesheets with client-signed attendance sheets to prevent billing or payroll discrepancies.
  • Prepare accurate monthly payroll inputs, including attendance data, allowances, deductions, and trade rate variations.

6. Employee Relations & Grievance Redressal

  • Act as the primary contact for blue-collar workforce grievances regarding accommodation, payroll, site conditions, or food.
  • Investigate issues promptly and provide amicable, fair solutions within company policy guidelines.
  • Escalate serious disputes, disciplinary issues, or legal risks to Management immediately with detailed reports and proposed solutions.

7. Administrative & General HR Duties

  • Maintain up-to-date worker files, passport records, visa statuses, work permits, and medical fitness records.
  • Highlight critical operational risks, labor shortage bottlenecks, or vendor issues directly to senior management.
  • Perform any other operational or administrative tasks assigned by Management to support business needs.

7. Internal HR Coordination & Documentation Accuracy

  • Act as the key link between operational teams, HR Assistants, and Timekeepers to ensure seamless HR workflow execution.
  • Supervise and direct HR Assistants and Timekeepers in their daily tasks, record-keeping, and document collation.
  • Maintain total accuracy and completeness in worker files, passport records, visa statuses, work permits, and medical fitness records.
  • Ensure all employee documentation and central HR databases are systematically updated in real time.

Requirements & Qualifications

  • Education: Bachelor’s Degree in Human Resources, Business Administration, Operations, or a related field.
  • Experience: Minimum 2–4 years of experience as an HR Executive, Field HR, or Operations Officer within the Manpower Supply, Construction, Staffing, or Facility Management industries.

  • Proficiency in MS Office (Excel, Word) and ERP/HRMS systems.
  • Strong communication, negotiation, and conflict-resolution skills.
  • Ability to handle high-pressure environments and solve field problems quickly.
  • Languages: Proficiency in English is required. Knowledge of Hindi, Urdu, or Arabic is highly advantageous for communicating with field workers.
