POSITION SUMMARY
The HR Operations Manager is responsible for managing and optimizing the daily operations of the Human Resources function, ensuring efficient and compliant delivery of HR services. This role oversees the HR Helpdesk ticketing system, internal HR communications, payroll and benefits administration, FMLA and ADA processes, HR operational policies and compliance tracking, and HRIS administration. The HR Operations Manager provides leadership and direction to the HR & Training Coordinator and Payroll and Benefits Specialist, ensuring consistency, accuracy, and timeliness in all HR operational processes. This position plays a key role in delivering a seamless employee experience, supporting compliance with employment laws and agency policies, and producing meaningful HR metrics and reports to inform decision-making.
QUALIFICATIONS
- Bachelor’s degree in Human Resources or related field.
- 5 years of progressive HR generalist/operations experience, including payroll, benefits, and HR systems administration.
- Strong knowledge of employment laws, FMLA, ADA, payroll compliance, and HR best practices.
- Intermediate proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Teams).
- Must be at least 18 years of age.
- Must possess or obtain a valid Fingerprint Clearance Card if required for the role.
- Must be authorized to work in the United States.
- Must be able to pass pre- and continued employment screenings successfully.
- Preferred Qualifications
- Supervisory experience in HR operations or related functions.
- PHR, SPHR, SHRM-CP, or SHRM-SCP certification

- Demonstrate strong skills in Microsoft Office applications (Excel, Word, PowerPoint, Teams).
- Maintain compliance with required training, licenses, and certifications for the role.
- Perform duties at Valle del Sol offices, clinics, or other designated locations as required.
PHYSICAL REQUIREMENTS
- Primarily work in an office-based environment with regular use of a computer and standard office equipment. Use of office equipment, including computers, telephones, calculators, copiers, and scanners.
- Frequently required to see, talk or hear, stand, walk, sit, reach with hands and arms, and use hands to handle, feel, and manipulate objects, tools, or controls.
- Occasionally required to climb, balance, stoop, kneel, crouch, or crawl.
- May occasionally lift and/or move up to 25 pounds.
- Ability to attend meetings across Valle del Sol locations or other designated sites.
- Regular, reliable, and predictable attendance is required.
