Description TRISTAR is seeking a dedicated and detail-oriented HR Specialist to support our Recruiting and Student Outreach programs. This role offers an exciting opportunity for an individual passionate about connecting talent with opportunities and enhancing HR operations through effective coordination and administrative support. The successful candidate will play a vital role in managing recruiting efforts, maintaining applicant data, and supporting outreach initiatives to foster strong relationships with prospective students and candidates. Key Responsibilities: Provide HR support in accordance with Title 5, U.S. Code and other applicable regulations. Conduct research and analysis on HR laws, policies, and procedures. Draft SOPs, reports, and documentation to support HR operations. Assist with process improvement initiatives and special projects. Maintain official records and prepare monthly status reports. Support meetings through scheduling, agenda creation, and minute-taking. Prepare presentation materials and support AV/communication tools. Develop databases and reporting tools using Excel, Access, SQL.Net, etc. Provide training and documentation for HR systems and tools. Support data science efforts including predictive modeling and statistical simulation. Manage HR systems including SharePoint, Teams, and candidate tracking platforms. Ensure compliance with information assurance and data protection policies. Recruiting & Outreach Duties: Register and coordinate participation in career fairs and outreach events. Prepare and distribute recruiting materials. Enter and manage applicant data and resumes in SharePoint. Schedule and coordinate interviews (300–500 annually). Track candidate status and maintain recruitment metrics. Make travel arrangements and prepare interview rooms. Perform data entry in DCPDS for student employees. Maintain and support candidate tracking systems (Yello, Handshake, CareerEco, Indeed). Manage personnel access levels and ensure PII protection. Led targeted advertising and social media recruitment campaigns across platforms like LinkedIn, Instagram, and Facebook to attract top talent, increase employer brand visibility, and reduce time-to-hire. Requirements Qualifications: U.S. Citizenship required. Must be able to pass a Tier 3 (T3) background investigation. Experience in recruiting, HR support, or administrative coordination. Proficiency in Microsoft Office Suite and HR systems (e.g., SharePoint, DCPDS). Strong communication and organizational skills. Ability to manage sensitive data and maintain confidentiality. Willingness to travel locally for recruiting events. Preferred Skills: Familiarity with Navy Correspondence Manual and NSWC Crane policies. Experience with SQL.Net, Access, and Excel for reporting and data management. Background in data science or predictive analytics is a plus. Prior experience supporting government HR functions. Minimum Education Requirement: Bachelor’s degree in Human Resources, Business Administration, Public Administration, Psychology, or a related field. Certifications (Optional but Valuable): PHR/SPHR (Professional in Human Resources / Senior Professional in Human Resources) SHRM-CP/SHRM-SCP (SHRM Certified Professional / Senior Certified Professional) Project Management Professional (PMP) if the role involves managing HR projects or process improvement initiatives Additional Info: This is a contractor position supporting NSWC Crane’s HR offices. Travel may be required for recruiting events. Must be able to handle sensitive information and adhere to federal data protection standards.
