Job Details Job Location: North Coast Opportunities Inc - Ukiah, CA Salary Range: $36.00 - $43.20 Hourly Job Category: Human Resources Description Human Resources Department Bilingual (Spanish/English) Pay Differential Available Hours: 40/week POSITION OVERVIEW Under general oversight and direction of the Chief People Officer (CPO), the Human Resources Technician is responsible for supporting various HR functions, ensuring compliance with legal requirements, and providing administrative support across multiple HR areas. This role involves facilitating recruitment, managing personnel records, assisting with benefits enrollment, and maintaining up-to-date knowledge of HR policies and procedures. ESSENTIAL DUTIES AND RESPONSIBILITIES Maintain a basic understanding of key HR areas such as recruitment, onboarding, personnel records, job descriptions, benefits, wellness programs, ergonomics, safety, worker’s compensation, and compliance with procedures, policies, and legal requirements. Develop and maintain in-depth knowledge of procedures, policies, and legal requirements for assigned responsibilities. Facilitate the recruitment process to support staffing needs, providing administrative and document support throughout. Perform various administrative tasks, including maintaining personnel records, completing onboarding and termination paperwork, data entry, ordering supplies, drafting communications, responding to emails and calls, and filing forms. Ensure compliance with laws and timelines by filing reports and posting notices (e.g., EEO, OSHA Log 300). Prepare and distribute reports to directors or designated staff at regular intervals. Assist employees with benefits enrollment, provide referrals, support the annual open enrollment process, and offer information on voluntary benefits. Assist employees with accessing the HRIS program and act as a coordinator for leaves of absence, tracking entitlements and providing related information. Enroll employees in the 401k plan, distribute forms, and answer questions about contributions. Stay updated on employment and record-keeping laws and policies, including hiring, termination, leave, benefits, and payroll. Respond professionally and promptly to inquiries from current and former employees. Organize and manage new employee orientations, benefits orientations, and annual events, and assist with recognition events and mandated training programs. Maintain a current procedure manual for assigned responsibilities. Maintain the confidentiality and integrity of employee, department and organization information. Attend scheduled meetings, trainings and conferences as necessary to maintain required knowledge and skill level for position Other duties as assigned or required. Level III: Supervisory duties may be assigned. Conduct research and special projects related to HR areas, and make recommendations for policy, benefit, and procedural changes. Qualifications JOB QUALIFICATIONS Education, Training and Experience: Level I: An associate’s degree in human resources, business administration or related field from an accredited school or an equivalent combination of education and recent relevant experience is required. A minimum of two years of human resources or business administration experience is required. Level II: A bachelor’s degree in human resources, business administration or related field from an accredited school or an equivalent combination of education and recent relevant experience is required. A minimum of two years of human resources or business administration experience is required. A current HR credential (e.g. PHR or PHRca or SHRM) is preferred. Prior experience giving effective presentations and/or trainings to small to medium sized groups is highly desired. Level III: A bachelor’s degree in human resources, business administration or related field from an accredited school or an equivalent combination of education and recent relevant experience is required. A minimum of four years of human resources or business administration experience is required. A current HR credential (e.g. PHR, PHRca or SHRM) is preferred. Experience with non-profits is preferred. Supervisory experience is preferred. Knowledge of: Principles and practices of interpersonal communications. Current standard office practices, procedures, and equipment. Must be highly proficient in use of standard office equipment, computers and a variety of software programs including web-based platforms; must have excellent keyboarding skills and be very familiar with word processing, email and spreadsheet programs; prior experience with Human Resources Information Systems (HRIS), presentation and database management and record keeping programs are preferred. Ability to: Maintain confidentiality as pertains to information, documents and sensitive situations. Interact with others in a culturally and emotionally sensitive manner. Possess excellent interpersonal relationship building skills and the ability to work cooperatively and professionally with NCO staff members and contractors, other agencies and organizations and community members. Communicate effectively and appropriately verbally and in writing in English is required. Organize duties and tasks to meet established deadlines, delegating tasks as appropriate. Be effective working independently and as a collaborative team member. Work a flexible schedule to accommodate attending scheduled works events and professional development opportunities. Necessary Special Skills & Requirements: Must be at least 18 years of age. Possesses strong organizational and time management skills; an ability to effectively prioritize and complete multiple duties and projects in a timely manner; and the ability to work independently with minimal supervision as well as be an effective member of a collaborative team. For work-related driving, must have a valid California driver’s license, a verifiable good driving record, and access to a vehicle with insurance that covers the employee as a driver OR reliable transportation with proof of automobile insurance. Employment is contingent upon completion of a Criminal Record Clearance as required by the Head Start Standards and/or contract terms and as demonstrated by providing a receipt to the Agency from the screening organization performing the background check.
