Job Summary To ensure full compliance with health, safety, and environmental regulations during the construction, installation, testing, and commissioning of water transfer infrastructure, including pipelines, pump stations, and associated civil works, to prevent accidents, injuries, and environmental damage. Job Title: HSE Advisor – Water Transfer Division: Permian Basin Location: Midland, Tx Reports to: HSE Manager Essential Job Functions: • Assist in the development and implementation of Thomas Safety Management System for the Water Transfer division. • Responsible for implementing HSE training and development programs. Organize and maintain compliance with TOS water transfer and operations field personnel. • Prepare, check, transmit, and control HSE documentation through the Digital Action Tracking system – Support all Thomas divisions when necessary. • Assist in field employee’s compliance of HSE documentation that plays a role in the preparation of analysis reports of HSE key performance indicators. • Support development of HSE projects and initiatives. • Advise/facilitate incident/RCA investigations to find corrective actions to prevent recurrence, supporting all Thomas divisions. Assist in remediation and reenactments when necessary. • During site visits, utilize safety checklists to document deficiencies in safety equipment, utilization of Best Practices, JSA’s and daily safety paperwork (Inspections, meetings, etc.). Report to the Operation’s manager those areas where assistance is needed to correct deficiencies. • Responsible for observing crews performing critical and instructional type job tasks, evaluating their performance and correcting deficiencies utilizing Best Practices, BBS, Safety Tools and JSA’s. This includes utilizing SWA and consulting with the crew about the correct procedure or recommended practice. • Conduct environmental/site audits as required and ensure compliance. • Assisting the field personnel with clarification of Thomas policies and procedures and SOPs when required. • Assist in staying up to date in compliance with Client/Customer guidelines. Conduct New Hire Orientations and Client/Customer Orientations – as necessary. Essential Job Accountabilities: • Weekly HSE Recap report completed by 08:00 each Monday w/all applicable documents/attachments (assessments, safety meeting rosters, training rosters, etc) • Participate/attend weekly team meetings as directed. • Build and maintain good working relationships with operations personnel (Company men, Field Superintendents/Supervisors, crews, etc.). • Advise and assist in all incidents and investigations (reporting, data gathering, debriefing). • Ensure all incidents are reported in accordance with incident reporting timelines. • Conduct Yard/Shop Comprehensive Assessment weekly. • Conduct site visits – Including but not limited to rig-ups, rig-downs, and completed Operations on sites. • Rolling On-Call schedule for Thomas Companies Qualifications Skills, Training and Experience Qualifications: • 1-3 years of previous HSE experience in Water Transfer, Water Projects, Oil-gas operations. • Must possess knowledge and skills in windows-based computer systems. Must demonstrate competency in business software packages such as Word, Excel, Access including charting, graphing and macros. • Strong knowledge of safety and environmental regulations/requirements in Water Management/ Water Transfer. • Must possess strong communication/ interpersonal skills and the ability to communicate effectively at all levels of the organization. • Must possess strong sense of time management/ organizational skills. • Must possess flexibility and the capacity to handle a wide range of situations and personalities. • Must possess a valid driver’s license. Must be able to travel as needed. Approximately 80-90% field/site based. Field Monday – Friday unless otherwise directed.
