HSE Engineer – Qualifications & Skills Required (Abu Dhabi)

1. Mandatory Qualifications

  • NEBOSH Diploma or NVQ Level 6 .

2. Experience Requirements (Abu Dhabi Construction)

  • 10 years total HSE experience, with 5–6 years in UAE/Abu Dhabi construction preferred.
  • Experience in high‑rise, commercial, residential, or mixed‑use projects.
  • Proven ability to work under strict OSHAD and Abu Dhabi Municipality regulations.

3. Core Technical Skills

  • HSE Plan Development — creating project‑specific HSE plans and procedures.
  • Risk Assessment & JSA — hazard identification, JSA, risk matrix preparation.
  • Incident Investigation — root‑cause analysis, corrective actions.
  • Safety Audits & Inspections — conducting site audits, compliance checks.
  • Environmental Compliance — waste management, spill control, environmental monitoring.
  • ISO 45001 / 14001 Compliance — implementing and maintaining management systems.

4. Abu Dhabi Authority Knowledge (Critical)

  • OSHAD-SF Framework — Codes of Practice, reporting, documentation.
  • Abu Dhabi Municipality (ADM) safety requirements.
  • Civil Defense requirements for fire safety compliance.
  • Permit‑to‑Work systems used across Abu Dhabi projects.

5. Site Management & Coordination Skills

  • Toolbox Talks & Training — conducting inductions, awareness sessions.
  • Subcontractor HSE Compliance — ensuring subcontractors follow HSE rules.
  • Emergency Response Planning — drills, evacuation plans.
  • HSE Documentation — permits, checklists, inspection reports.
