JOB DESCRIPTION

Position Overview:
A Health and Safety Officer in a construction company ensures that all construction activities comply with safety regulations and that workers are provided with a safe working environment. They hold a (SARS) card, indicating that they are compliant with the legal and financial obligations of their role within the company. This position involves monitoring daily operations, conducting safety audits, managing safety procedures, and providing guidance to staff to prevent accidents and ensure regulatory compliance.

Key Responsibilities:

  • Risk Assessment and Safety Planning:
  • Conduct regular site inspections and risk assessments to identify potential hazards.
  • Develop, implement, and monitor safety protocols, ensuring they align with local regulations and best practices.
  • Prepare and maintain site-specific safety plans and emergency evacuation procedures.
  • Compliance and Regulatory Adherence:
  • Ensure compliance with Occupational Health and Safety (OHS) regulations , as well as company-specific policies.
  • Maintain and update the company’s health and safety record-keeping systems.
  • Ensure that all workers on-site have access to and are familiar with safety regulations.
  • Act as a liaison for authorities and enforcement agencies, ensuring necessary documentation is up to date, including the SARS card verification.
  • Training and Education:
  • Conduct safety training sessions for workers and contractors on proper safety procedures, personal protective equipment (PPE), and emergency response protocols.
  • Organize first aid and fire safety training courses for all relevant employees.
  • Ensure new hires and contractors undergo a thorough safety induction before starting work on-site.
  • Incident Investigation and Reporting:
  • Investigate any accidents, incidents, or near-misses on the construction site, analyzing causes, and identifying corrective actions.
  • Prepare detailed reports and maintain accurate records of safety incidents, ensuring they are reported to the relevant authorities when required.
  • Take necessary corrective measures to prevent the recurrence of accidents.
  • Safety Equipment and PPE Management:
  • Ensure that adequate safety equipment and PPE are provided to workers and are in good working condition.
  • Conduct regular inspections of safety gear, tools, and equipment to ensure they meet safety standards.
  • Manage stock of first aid supplies and ensure that safety equipment is always available and properly maintained.
  • Site Monitoring and Inspection:
  • Perform daily site inspections to monitor the proper use of safety measures and the implementation of safety protocols.
  • Ensure compliance with environmental, health, and safety regulations, including hazard communication.
  • Monitor adherence to work permits, scaffolding regulations, and fall protection measures.
  • Reporting and Documentation:
  • Keep detailed records of all safety-related activities, inspections, training sessions, and reports.
  • Submit periodic reports to management, highlighting any safety concerns, incident reports, and compliance status.
  • SARS Compliance:
  • Ensure that the company’s health and safety operations comply with relevant tax regulations, as certified by the SARS card.
  • Handle documentation related to SARS for the safety and operations team, ensuring that payments and deductions are accurate and timely.
  • Collaborate with the finance department to ensure that health and safety expenditures are properly documented for tax purposes.

Qualifications and Skills:

  • Education:
  • A relevant degree or diploma in Occupational Health and Safety, Construction Management, or a related field.
  • Certifications:
  • Certified Health and Safety Officer (e.g.NEBOSH).
  • First Aid
  • Experience:
  • Minimum 6-8 years of experience in health and safety in the construction industry.
  • Experience in conducting risk assessments and safety audits in a construction environment.
  • Skills:
  • Strong knowledge of construction safety standards and regulations.
  • Ability to communicate effectively and provide clear safety guidance.
  • Proficient in risk assessment tools and safety management software.
  • Strong organizational and time-management skills.
