The Waunarlwydd/ Swansea operation now have an exciting opportunity for a HSE Facilities Lead to join the team.
SUMMARY:
Responsible for providing proactive HSE Advice and support in the Plant for matters including:
- Responsible and Leading all HSE related matters onsite.
- Supporting operations in day-to-day safety and risk reduction
- Managing weekly safety schedule review, incident report, investigations, risk notification reporting and close out.
- Supporting the plant in Zero harm implementation, site audits, review of risk assessments across the plant. (PHA reviews and Cube reviews)
- Supports the HSE manager in implementing PCC safety initiative and Timet Policies across the site.
- Supporting and advising the business in line with legal training compliance and reviewing training matrix. Ensure the right training is identified, matrix is reviewed.
- Supporting Engineering to ensure compliance calendar is up to date and compliance activities are taking place on time.
- Working with the HSE manager to ensure site compliance with site Environmental permit.
- In conjunction with Engineering, review and maintain site facilities in respect to health, safety, and environment.
- Supporting the Project and engineering teams to ensure HSE regulations are adhered to in new project and capital implementation.
Duties:
Will maintain HSE reporting systems, producing monthly reports to include accident data, IR trends and closed out actions.
- Carry out regular toolbox talk and site briefing.
- Responsible for auditing 10 counts for operations managers, pre-use checks adherence, fire drills, 6s audits and weekly team briefs.
- Will support the HSE manager to ensure plant policies, procedures and practices are up to date and effectively communicated.
- Have a good understanding of HSE legislation, ensure it is implemented correctly across site.
- Be responsible for the Zero harm process. (lead zero harm meeting)
- Will monitor the implementation and review effectiveness of corrective actions from accidents and incidents.
- Support the lifting engineer to ensure compliance to LOLER and PCC lifting policy.
- Will deliver new starter HSE inductions.
- Responsible for site facilities related to HSE, ensuring compliance with safety regulations and company policies.
- Will manage site security, alarm monitoring company and liaise with site landlord.
- Will review HSE compliance calendar ensuring deadlines are met.
- Ensure that statutory inspections are completed within specified timescales and pass on remedial actions from inspection reports to the Engineering Department.
- Will monitor remedial actions from statutory inspection reports.
- Accountable for safety audits across the Plant by carrying out inspections. Will report on findings and refer results/actions as required.
- Lead Cube reviews and Gemba walk across the site.
- Liaise with the Training Officer and Operations to identify training requirements and have shared responsibility for ensuring 100% compliance in line with the Company training policy.
- Lead HSE meetings (committee & union Meeting) as directed by the HSE manager.
- Handle day to day HSE queries from employees, managers, and the union representatives as advice where appropriate.
- Any other reasonable safety request from the plant management team.
EDUCATION/ QUALIFICATIONS/ KNOWLEDGE:
- Degree qualified in relevant subject or NEBOSH certificate or Diploma.
- Must have a strong practical working knowledge of HSE and legislation.
EXPERIENCE REQUIRED:
- Demonstrated experience in a HSE role, ideally in a fast paced, results driven, manufacturing/engineering environment.
- Able to conduct risk assessments to a high standard, identifying hazards, risks and suitable controls to minimize risk to a tolerable level;
- Able to conduct a thorough accident and incident investigation to ensure that the root cause is identified, and suitable corrective and preventive controls are put in place.
- Strong organisation and prioritisation skills, demonstrated ability to manage a portfolio of activities in a systematic way;
- Demonstrates excellent presentation skills with the ability to communicate clearly and concisely;
- Works with minimal supervision; able to work under pressure to competing demands and stakeholders, strong customer focus;
- Experience of analysing information and presenting reports in a clear and simple way;
- Strong attention to detail and accurate record keeping;
