Description

We are seeking an experienced and skilled HSE Inspector with at least 5-6 years of professional experience at DUBAI; who is responsible for inspecting, monitoring, and promoting compliance with health, safety, and environmental regulations and standards in various settings on a construction project site. This role aims to create and maintain a safe and healthy working environment while minimizing the potential impact on the environment.

QUALIFICATIONS:

B.Sc. or equivalent Degree in Environmental / loss prevention or any relevant Engineering disciplines in a relevant field from an accredited University.
With recognized Health and Safety certifications, license or training in UAE (e.g. ISO, Qualifi Level 7 International Diploma in OHSM, NEBOSH International Diploma / NEBOSH IGC, OSHAD certification, First Aid, Fire Safety, etc).
Minimum 5+ years of related work experience in the field of Health and Safety particularly in Mid Rise to High Rise Mixed Use / Residential projects.
Preferably with relevant experience working in an engineering consulting firm.
Preferably with experience in the UAE and with a driving license is an advantage.
The ideal candidate should have a good understanding of Health and Safety principles and possess excellent problem-solving skills as well as the ability to multitask and work well under pressure. They should have good communication skills in order to effectively collaborate and also be able to communicate effectively with the Main Contractor. Should be aware of activities and coordination with Contractor.

Responsibilities

a. Develop and implement safety policies and procedures.
b. Conduct risk assessments and identify potential hazards in the workplace. Develop risk assessment reports and recommend strategies to mitigate identified risks.
c. Ensure that the organization is in compliance with applicable laws and regulations.
d. Developing methods to predict possible hazards drawn from experience, historical data and other appropriate information sources.
e. Developing health and safety working programmes and strategies.
f. Design and implement safety awareness campaigns.
g. Develop and implement safety-related communication strategies.
h. Develop and implement emergency response plans, evacuation procedures, and crisis management protocols - and conduct drills and simulations to ensure readiness in case of emergencies.
i. Review Emergency Preparedness and response, Permit to work system, Toolbox Talks, HSE meetings, HSE statistics & records of the contractors according to Company requirements.
j. Supervises emergency response team and first aid personnel in providing services emergency situations and to occupationally injured or ill personnel.
k. Reviewing and approving Contractors HSE documents (e.g., HSE Plan, JSA, Method Statements / Risk Assessments and PTW)
l. Coordinate with medical personnel for emergency response planning.
m. Evaluate workplace processes, procedures, and equipment to identify potential risks and hazards. Monitor and control ergonomic factors in the workplace. Conduct job hazard analyses for specific tasks.
n. Conduct noise and air quality assessments.
o. Develop and maintain safety signs and labels.
p. Develop safety guidelines for contractors and visitors.
q. Review and approve safety plans for special events or projects.
r. Identify potential environmental hazards, such as pollution, waste management issues, and resource conservation. Investigating procedures for working in hazardous environments or with potentially harmful substances. Ensure proper labeling of hazardous materials.
s. Ensure the proper storage and handling of chemicals. Review and approve safety data sheets for chemicals used in the workplace.
t. Review Hazard Analysis / Risk Assessment Plan for all key activities and Monitor the effectiveness of hazard control measures, job safety plans, and work method statements at the site and carry out HSE visit and report to Resident Engineer for immediate rectification.
u. Collaborate with management, supervisors, and employees to address safety concerns and implement best practices - and try to eliminate possible conflicts between safety considerations and production/profit - to develop and implement safety goals. Collaborate with human resources to address safety-related personnel issues.
v. Continuously monitor safety and environmental performance, and suggest improvements to existing processes and protocols. Perform safety audits to identify areas for improvement.
w. Carrying out examinations of machinery, working environments and structures, taking measurements of noise, heat, and vibrations, and taking photographs and samples where necessary.
x. Provide guidance on safe lifting and material handling techniques.
y. Conduct regular inspections of workplaces, construction sites, facilities, practices, and equipment to identify potential hazards and ensure compliance with safety standards.
z. Provide training sessions, workshops, and educational materials to employees and contractors to raise awareness about safety procedures and practices.
aa. Maintain records of training sessions.
bb. Ensuring workers are provided with suitable protective equipment, such as eye goggles, ear protectors or appropriate types of gloves and clothing. Monitor and enforce the use of personal protective equipment (PPE).
cc. Monitor Contractors to ensure the implementation of applicable Safety measures and best practices.
dd. Review and Monitor Contractors’ monthly HSE inspections/reports.
ee. Conducting monthly Safety meetings, setting the target to achieve the outstanding issues, prepare / submit the minutes to all concerned for follow-up.
ff. Perform thorough safety and environmental audits, assess risks, and recommend corrective actions. Writing reports on results of inspections and investigations and completing detailed paperwork.
gg. Investigate and report on near misses. Investigate complaints related to safety issues.
hh. Investigate accidents, incidents, and near misses to determine their causes and recommend preventive measures - and determining if there has been a breach of health and safety law.
ii. Compile incident reports and maintain records of investigations. Develop and maintain a system for reporting and investigating unsafe conditions.
jj. Review Incident / Accident investigation reports from contractors, report & communicating the learning points, and monitor the immediate action and follow-up actions to minimize/prevent re-occurrence.
kk. Maintain accurate and up-to-date records of inspections, audits, incidents, and corrective actions taken.
ll. Generate detailed reports for management and regulatory authorities as required.
mm. Participate in safety committees and meetings. Attending and contributing to project Health and Safety meetings and management safety walks.
nn. Provide input on the selection and purchase of safety equipment and supplies.
oo. Review and update safety manuals and documentation.
pp. Oversee the maintenance of safety equipment and firefighting systems.
qq. Recommend strategies for minimizing the organization’s environmental footprint.
rr. Keep abreast of industry trends changes in safety regulations and stay updated on local, regional, and national health, safety, and environmental regulations. Keeping up to date with new legislation and health and safety standards.
ss. Coordinate with external environmental health and safety agencies and regulatory bodies.
tt. Promote a culture of safety throughout the organization.
uu. Perform other responsibilities associated with this position as may be appropriate.
