Company Description Our client is a global multi-energy company operating large-scale refining and petrochemical facilities. PBF is the Brownfield project division of Bloc 17 and benefits of a matrix organization. It’s managing projects from Basic Engineering to Start‐up/hand‐over to Bloc 17 Field Operation team. The HSAQ department is a transverse department of PBF covering the HSEQ activities for all projects managed by PBF. As such the incumbent position has a very high contribution to HSEQ performance of PBF division and TEPA. The nature of the brownfield projects, ie most of the execution activities offshore executed in SIMOPS on live FPSOs (Girassol, Dalia, Pazflor,CLOV) and congested seabed, increases the risks and consequently the challenges of the projects (co‐activities with other projects and maintenance activities, minimization of production shortfalls…). PBF is managing EPC contracts with major international Contractors including onshore prefabrication in Angola, offshore construction and Installation in Angola (FPSO modifications, SURF, SPS, SIMOPS, high number of contractors & subcontractors). Job Description To assist the PBF HSAQ Manager in the HSE management of the Projects. To participate in implementing, monitoring and updating the HSE Management System of the Projects. To participate in organizing and coordinating the HSE Surveillance of Contractors and evaluate their HSE performance within the Projects To advise management on the implementation of risk analysis and management; to propose the number and nature of resources required to manage safety engineering and operational safety. To support and provide guidance to site HSE personnel and to all project teams on HSE issues. To assist the HSAQ Manager to promote the Safety Culture Program and HSE Project objectives and directives To ensure that safe and ethic working practices are carried out within the activities that he is managing or interfacing with. To guarantee the compliance on his activities. To adopt & demonstrate an exemplary behaviour with regard to the CY Ethics and “Code of Conduct” policy & to promote/enforce the TEPA Anti‐Corruption Program within his team. With the spirit of One TOTAL values, to establish and manage his activities motivating his counterparts and to work diligently to meet the targets of the Projects. To ensure that state of the art, TEPA referential and local rules/laws are complied with and captured in all contractual requirements. To assist the PBF HSAQ Manager in the HSE management of the Projects To participate in implementing, monitoring and updating the HSE Management System of the Projects To monitor the implementation of HSE training matrix of PBF To adopt & demonstrate an exemplary behaviour with regard to HSE rules and requirements. Reports all anomalies. To manage sites HSE supervision team liaising with Field Operation representatives and RSES To participate to HSE Surveillance of Contractors in cooperation with Projects Managers and Package Managers in administrating the annual inspections and audits program and by performing HSE Audits and Inspections To monitor the Project HSE Management Surveillance of Contractors in cooperation with Package Managers and participate in HSE Audits on Contractors To contribute to Project Risk Analysis; Criticality Rating of packages and Risk Mitigation measures for all Contractors and across all phases of the Project To participate to Risks Assessments meetings for HSE To participate to Projects meetings (weekly, DPM, QM, etc ...) for HSE To participate in the PRODOM review of Contractors procedures To contribute to Project HSE reviews and audits (HAZOP, SPOT, HAZID, JRA, RLO, PTR and MAESTRO). To administrate and maintain bridging documentation including medevac reflex sheets To populate and maintain actions plan in SYNERGI To liaise with TEPA CPLO regarding Contractors lifting plans To create and maintain a database regrouping main Contractors HSE management procedures To contribute to the Project close‐out reports To Comply with the HSE Training required for his position To coordinate the observation cards register and action tracking register, update and follows the associated mitigation actions Consolidate Site weekly report to generate project HSE Report Accountabilities To assist the PBF HSAQ Manager in the HSE management of the Projects. Qualifications Qualifications: Master degree in Engineering and/or HSE (environment, safety, process, mechanics, hydraulic…) Professional experience: Minimum 10 years experience in construction and/or operation (Surface operations – Drilling – Construction) in Head Office or Affiliate, preferably with Safety Engineering experience. Fluent English. Fluent French. Portuguese is a plus. Good intercultural skills with ability to understand and work with Contractors and personnel from different countries. Capacity to work with Contractors and staff personnel from different countries (Europe, US, Asia, Angola, etc …) Additional Information Location: Luanda, Angola Status: Resident 8*2 Duration: minimum 1 year
